India and Oman agree to Cooperate in the field of Archives, 23 February 2023
A delegation of the National Archives of India (NAI), New Delhi led by Shri. Arun Singal, Director General of Archives and comprising Dr. Sanjay Garg, Deputy Director, and Ms. Sadaf Akhtar, Archivist visited the National Records and Archives Authority (NRAA) of Oman on 21-22 February 2024. The purpose of the visit was to explore the areas of bilateral cooperation in the archival field.
The delegation was shown around various sections and divisions. Exclusive presentations were given to the delegation by the in charges of various divisions of the NRAA, including the Electronic Records and Document Management Systems (EDRMS) Section, Microfilm Department, Private Record Section, Access to Record Department, Electronic Storage, and the Conservation Section. The delegation also visited the Permanent Exhibition of Records, and also the Document Destruction Lab.
In bilateral discussions with H.E Dr. Hamad Mohammed Al-Dhawyani, Chairman, NRAA, Shri Arun Singhal dwelt upon the historical ties between India and Oman and informed the Chairman about the existence of a large number of records pertaining to Oman in the NAI, as well as in other repositories of India. As a gesture of goodwill, Shri Singhal handed over a list of 70 select documents pertaining to Oman that are available in the NAI. These documents cover a period from 1793 to 1953 and deal with a wide range of subjects. Along with the list, 523 pages of copies of records were also handed over to the Chairman, NRAA, which covered several important subjects, viz.
Change of Omani Flag from red to white (1868);
Succession of Sayyid Faisal bin Turki as ruler of Oman after the death of Sultan Sayyid Turki (1888);
Official Visit of the Sultan of Muscat and Oman to the Viceroy in India (1937); and
Treaty of Friendship, Commerce and Navigation between the Republic of India and the Sultan of Muscat and Oman signed on the 15th March 1953 at Muscat. (English, Hindi and Arabic versions).
In addition, facsimile prints of three important treaties between the two countries were also gifted to the NRAA. These were:
Treaty between the British India Government and the Sultan of Muscat (in Arabic and English), dated 5 April 1865; and
Two Treaties concluded with the Imam of Muscat: one by Mehdi Ali Khan, dated 12 October 1798 and another by Sir John Malcolm, in his capacity as Envoy of the Governor General of India to the Court of Persia, dated 18 January 1800.
Senior officers of the NRAA including, Ms. Tamima Al-Mahrouqi, Advisor of Chairman, Ms Taiba Mohammed Al-Wahaibi, Assistant Director General for Document Management, Mr. Hamed Khalifa Said Al-Souli, Director of Organization & International Cooperation Department and Ms. Raya Amur Al-Hajri, Assistant Director of Organization and International Cooperation Department, were also present at the meeting.
Both, the DG, NAI and the Chairman, NRAA, underscored the need for formalising the institution-to-institution cooperation between both the countries. After the discussions, the draft of an Executive Programme of Cooperation (EPC) was finalised, which would now be submitted for approval by the competent authorities of both parties and formally signed in the near future.
Some activities agreed upon and included in the proposed EPC include:
Organizing a joint exhibition based on curated archival materials from both archives, together with a conference highlighting the historical relations between India and Oman;
Exchanging digital copies of documents that hold mutual interest to enrich both collections.
Facilitating a framework for exchange program involving experts in the fields of digitization and preservation to share knowledge on best practices of both institutions; and
Bringing out a Joint publication based on curated archival materials from both archives.
The delegation also interacted with the representatives of the Indian diaspora who have been living in various parts of Oman for several generations, and many of whom have rich private archives. The Director General, NAI encouraged these members of the Indian diaspora to take care of the physical preservation of archival wealth in their possession as it serves as an authentic source of shared history between the two nations. Release of eight Indian Nationals detained in Qatar, 12 February 2024
The Government of India welcomes the release of eight Indian nationals working for the Dahra Global company who were detained in Qatar. Seven out of the eight of them have returned to India. Prime Minister arrives in Doha, Qatar, 14 February 2024
Prime Minister Shri Narendra Modi arrived in Doha today on an official visit to Qatar. This is Prime Minister’s second visit to Qatar, he first visited Qatar in June 2016.

Prime Minister Shri Narendra Modi met Prime Minister and Foreign Minister of Qatar, His Excellency Sheikh Mohammed bin Abdulrahman Al Thani, in his first engagement today at Doha, Qatar.
2. The two leaders exchanged views on expanding bilateral cooperation in sectors such as trade, investment, energy, finance, and technology. They also discussed recent regional developments in West Asia and emphasized the importance of upholding peace and stability in the region and beyond.

Prime Minister meets the Amir of Qatar, 15 February 2024
Prime Minister Shri Narendra Modi met the Amir of Qatar, His Highness Sheikh Tamim bin Hamad Al Thani at Amiri Palace in Doha today.
2. Prime Minister was given a ceremonial welcome at the Amiri Palace on arrival. Thereafter, both sides held delegation-level and restricted talks. The discussions covered a wide array of topics including economic cooperation, investments, energy partnership, space collaboration, urban infrastructure, cultural bonds and people-to-people ties. The two leaders also exchanged views on regional and global issues.
3. Prime Minister thanked the Amir for taking care of the over 8 lakh strong Indian community in Qatar and conveyed India’s commitment to further expanding and deepening bilateral cooperation with Qatar. He invited Amir to pay an early visit to India.
4. Amir reciprocated Prime Minister’s sentiments and expressed appreciation for India's role as a valued partner in the Gulf region. The Amir also appreciated the contributions of the vibrant Indian community in Qatar’s development and their enthusiastic participation in various international events held in Qatar.

Visit of Union Minister of Minority Affairs to the Kingdom of Saudi Arabia for signing of bilateral agreement with Minister of Hajj and Umrah, KSA, 08 February 2023
An inter-ministerial delegation, led by the Minister of Minority Affairs, visited the Kingdom of Saudi Arabia (KSA) for signing of bilateral agreement with Minister of Hajj and Umrah, KSA. A total quota of 1,75,025 pilgrims from India has been finalised for Haj 2024 with 1,40,020 seats being reserved for pilgrims to proceed through Haj Committee of India which will greatly benefit the common first time pilgrims intending to undertake the Haj pilgrimage in 2024 whereas 35,005 pilgrims would be permitted to proceed through Haj Group Organisers.
During the bilateral meeting with the Minister of Hajj and Umrah, KSA, the digital initiatives of the Government of India in facilitating and promoting ease and convenience for the Indian Haj pilgrims by providing last mile information to the pilgrims were greatly appreciated by KSA and KSA offered to extend all possible help in this regard. The initiative of the Government of India towards encouraging participation under the Ladies without Mehram (LWM) category was discussed, deeply appreciated and lauded.
The delegation visited the Haj Terminal at Jeddah, to oversee the arrangements for Haj pilgrims and explore ways to facilitate better logistics and monitoring mechanism for the convenience of the Indian Haj pilgrims.
The delegation visited the perimeters of the Prophet's Mosque (Al Masjid Al Nabwi) in the Markazia area of Madinah, the mountain of Uhud and the Quba Mosque. During the visit to Madinah, the delegation also took an overview of the accommodation available at Madinah for the pilgrims. The delegation interacted with Indian volunteers who provide dedicated and selfless service to Indian Haj pilgrims, including during Haj 2023 and also interacted with Umrah pilgrims from India. The visit to Madinah helped provide a firsthand insight into the arrangements required to be made for ensuring a comfortable Haj 2024 for the Indian pilgrims. The scope for digital initiatives for seamless delivery of services including grievance redressal and setting up and enhancement of robust and reliable medical facilities for the pilgrims were discussed.
The Minister led delegation attended the inaugural session of the Hajj and Umrah Conference and Exhibition at Jeddah. This global conference included sessions, workshops, and training seminars by key decision makers, experts, academics and researchers. The event was attended by ministers and officials from diverse locations worldwide, along with the presence of over 200 entities representing both private and public entities engaged in the Haj and Umrah sector. This provided valuable insights on the best practices globally, and facilitated exchange of ideas and information, which would prove useful in improving the Haj experience for the Indian pilgrims. On the sidelines of the Conference, there was a meeting with the Deputy Governor of Makkah Region in which there was discussion on scope for further close cooperation for improving facilities and services for Indian pilgrims during the Haj pilgrimage at Makkah.
India and KSA share warm and cordial ties and the special gesture of the Ministry of Hajj and Umrah, KSA in facilitating the visit of the Indian delegation to Madinah is deeply appreciated. The visit would go a long way in providing better services to the Haj pilgrims and improving people to people contact with the Saudis.
The Government of India is sensitive and cognizant of the best interests of the pilgrims and is deeply committed to provide better facilities and services to Indian Muslims who undertake the Haj pilgrimage, thereby providing them with a comfortable and fulfilling Haj experience.

Centre takes measures to bring qualitative improvement in the overall Haj experience of the Indian Haj pilgrims, 08 February 2023
Government of India is continuously striving to improve the Haj experience for the Indian Haj pilgrims. In pursuit of this objective, a series of reforms were introduced during Haj-2023, based on interaction with various stakeholders. The reforms introduced during Haj-2023 include, inter alia, abolition of discretionary VIP quota for the Government; increase in embarkation points from 10 in 2022 to 20 in 2023; allowing single females under Lady without Mehram category(LWM) to apply without requirement of grouping; direct involvement of Ministry of Health & Family Welfare (MoHFW) and its agencies for Medical Screening and vaccination of pilgrims in India and setting up quality medical infrastructure including hospitals/dispensaries, in Saudi Arabia during the Haj period; making Haj inclusive through special provisions in Haj policy for women, divyangjans and elderly pilgrims; selection of Administrative Deputationists from Central Armed Police Forces (thereby ensuring better professionalism and assistance to pilgrims in Saudi Arabia); deputing senior officers of the states/UTs of the pilgrims in order to assist the pilgrims from the particular states/UTs; provision for availability of foreign exchange through SBI at competitive rates as per the pilgrims’ actual needs instead of mandating the purchase of foreign exchange of a fixed amount for each pilgrim as done in earlier years; doing away with non-refundable application fees of Haj Committee of India (HCoI) pilgrims; reducing the cost of the Haj package of HCoI, by removing non-essential components; reduction in insurance cost charged per pilgrim by HCoI; strict enforcement of taxation laws for Haj Group Organisers (HGOs) leading to better tax compliance by all stakeholders; revamping of the air charter bidding process by making it more broad based and inclusive; and development of Feedback portal for services provided by Haj Committee of India and Haj Group Organisers, wherein feedback of more than 25000 pilgrims was received based on which further improvements in Haj 2024 are on the anvil.
These reforms introduced by the Government have brought in a qualitative improvement in the overall Haj experience of the Indian Haj pilgrims.
Traditionally, a major deterrent in increased participation of Muslim women was the insistence on an accompanying male Haji, i.e. a mehram for performing this sacred religious pilgrimage. This restriction was done away by Government of India by allowing ladies of forty five (45) years of age or above to apply without Mehram for Haj in 2018 wherein provision was made for eligible women to perform pilgrimage under LWM category in groups of four (4).
During Haj-2023, for the first time, the Government of India allowed single eligible women also to apply for Haj - 2023 under the LWM category individually. The onus of forming a group of four on the individual woman applicants was done away with in Haj 2023. This step resulted in an all-time high participation, with more than 4000 successful women applicants applying in Haj 2023, leading to greater confidence, personal freedom and increased social mobility. These initiatives have also acted as positive enablers for gender inclusivity and women empowerment. The number of women applying under LWM category has crossed 5000 during the current Haj which is a growth of 20% over the last year.

Cabinet approves Signing and ratification of Bilateral Investment Treaty between India and United Arab Emirates, 01 February 2023
The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today has given its approval for signing and ratification of Bilateral Investment Treaty between the Government of the Republic of India and the Government of the United Arab Emirates.
The Treaty is expected to improve the confidence of the investors, especially large investors, resulting in an increase in Foreign Investments and Overseas Direct Investment (ODI) opportunities and this may have a positive impact on employment generation.
The approval is expected to increase investments in India and is likely to help in realizing the goal of Atmanirbhar Bharat by encouraging domestic manufacturing, reducing import dependence, increasing exports etc. Source: Press Information Bureau.
Prime Minister’s visit to the United Arab Emirates (February 13-14, 2024), 10 February 2023
Prime Minister Shri Narendra Modi will pay an official visit to the United Arab Emirates (UAE) from 13 to 14 February 2024.
2. This will be Prime Minister Modi's seventh visit to the UAE since 2015 and the third in the last eight months. During the visit, Prime Minister will hold bilateral meetings with His Highness Sheikh Mohamed bin Zayed Al Nahyan, the President of the UAE. The two leaders will discuss ways to further deepen, expand and strengthen the strategic partnership between the countries and exchange views on regional and international issues of mutual interest.
3. Prime Minister will also meet with His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Defence Minister of UAE. At his invitation, Prime Minister will participate in the World Government Summit 2024 to be held in Dubai as Guest of Honour and deliver a special keynote address at the Summit.
4. Prime Minister will inaugurate the BAPS Mandir, the first Hindu temple in Abu Dhabi. He will also be addressing the Indian community in the UAE at an event in Zayed Sports city in Abu Dhabi.
5. India and UAE enjoy warm, close and multi-faceted relations underpinned by strong political, cultural and economic linkages. Following the landmark visit of Prime Minister Shri Narendra Modi to UAE in August 2015, bilateral relations between the two countries been elevated to a Comprehensive Strategic Partnership. Both countries signed a Comprehensive Economic Partnership Agreement (CEPA) in February 2022 and a Local Currency Settlement (LCS) System in July 2023 to promote the use of Indian Rupee and AED for cross-border transactions.
6. The two countries are among each other’s top trading partners with a bilateral trade of about US$ 85 billion in 2022-23. UAE is also among the top 4 investors in India in terms of foreign direct investments in 2022-23.
7. About 3.5 million strong and vibrant Indian community forms the largest expatriate group in UAE. Visit of Secretary (CPV and OIA) to Dubai for the 7th Ministerial Consultations of Abu Dhabi Dialogue (February 10-11, 2024), 11 February 2023
Secretary (CPV & OIA) Shri Muktesh Pardeshi led the Indian delegation to the Seventh Ministerial Consultations of Abu Dhabi Dialogue (ADD), held in Dubai from 10-11 February 2024. He was accompanied by officials from MEA and Ministry of Skill Development and Entrepreneurship.
Operational since 2008, ADD is a regional, voluntary and non-binding Consultative Process between 11 Asian countries of labour origin and 7 destination countries. It serves as a platform to facilitate regional cooperation on contractual labour mobility, sharing of best experiences and learning from one another’s experience.
India's engagement with ADD is an integral part of Government of India's policy of promotion of safe, orderly and legal migration.
On the sidelines of Abu Dhabi Dialogue, Secretary (CPV & OIA) held a bilateral meeting with the Minister of Human Resources and Emiratisation of UAE to discuss about various measures taken by the two governments to ensure welfare of Indian migrant workers in UAE.

Prime Minister’s departure statement ahead of his visit to UAE and Qatar, 13 February 2023
I am travelling to the United Arab Emirates on an Official Visit from 13-14 February and to Qatar from 14-15 February. This will be my seventh visit to the UAE and second visit to Qatar since 2014.
Over the last nine years, our cooperation with UAE in diverse sectors such as trade and investment, defence and security, food and energy security and education has grown manifold. Our cultural and people-to-people connect is stronger than ever.
I look forward to meeting His Highness Sheikh Mohamed bin Zayed Al Nahyan, the President of UAE, in Abu Dhabi and hold wide-ranging discussions on taking forward our Comprehensive Strategic Partnership. I had the privilege of hosting His Highness recently in Gujarat, where he was the Chief Guest at the Vibrant Gujarat Global Summit 2024.
At the invitation of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, PM and Defence Minister of UAE and Ruler of Dubai, I will be addressing the gathering of world leaders at the World Government Summit in Dubai on 14 Feb 2024. My discussions with Prime Minister His Highness Sheikh Mohammed bin Rashid on the margins of Summit will focus on strengthening our multifaceted ties with Dubai.
During the visit, I will also inaugurate the first Hindu Mandir in Abu Dhabi. The BAPS temple will be an enduring tribute to the values of harmony, peace and tolerance, which both India and the UAE share.
I will address the members of the Indian Community from all the Emirates of the UAE at a special event in Abu Dhabi.
In Qatar, I am looking forward to meeting His Highness Sheikh Tamim bin Hamad Al Thani, the Amir, under whose leadership Qatar continues to witness tremendous growth and transformation. I am also looking forward to meeting other high dignitaries in Qatar.
India and Qatar enjoy historically close and friendly relations. In recent years, our multifaceted ties have continued to deepen in all spheres including high level political exchanges, growing trade and investment between two countries, strengthening of our energy partnership, and cooperation in culture and education. Prime Minister’s meeting with the President of the UAE, 13 February 2023
Prime Minister Shri Narendra Modi arrived in Abu Dhabi today on an official visit to the UAE. In a special and warm gesture, he was received at the airport by the President of the UAE His Highness Sheikh Mohamed bin Zayed Al Nahyan, and thereafter, accorded a ceremonial welcome.
2. The two leaders held one-on-one and delegation level talks. They reviewed the bilateral partnership and discussed new areas of cooperation. They welcomed deepening of the Comprehensive Strategic Partnership across sectors, including trade and investment, digital infrastructure, fintech, energy, infrastructure, culture and people to people ties. Discussions also covered regional and global issues.
3. The two leaders witnessed the exchange of following:
· Bilateral Investment Treaty: This agreement will be a key enabler for further promoting investments in both countries. India has signed both a Bilateral Investment Treaty and a Comprehensive Economic Partnership Agreement with UAE.
· MoU on cooperation in the field of electricity interconnection and trade: This opens new areas of collaboration in the field of energy, including energy security and energy trade.
· Inter-governmental Framework Agreement concerning Cooperation for the Empowerment and Operation of the India-Middle East-Europe Economic Corridor : This would build on previous understandings and cooperation on this matter and foster India and the UAE cooperation furthering regional connectivity.
· MoU on Cooperation in Digital Infrastructure Projects : This will create a framework for a wide ranging cooperation, including investment cooperation, in the digital infrastructure sector and also facilitate sharing of technical knowledge, skills and expertise.
· Cooperation Protocol between the National Library and Archives of the UAE and the National Archives of India : This protocol will shape extensive bilateral cooperation in this field including restoration and preservation of archival material.
· MoU on Development of National Maritime Heritage Complex (NMHC) : This would foster engagement between the two countries aimed at supporting of the Maritime Heritage Complex at Lothal, Gujarat.
· Agreement on interlinking of the instant payment platforms - UPI (India) and AANI (UAE) : This will facilitate seamless cross-border transactions between the two countries. This follows the MoU on interlinking payment and messaging systems signed in July last year during Hon’ble PM’s visit to Abu Dhabi.
· Agreement on inter-linking domestic debit/credit cards - RuPay (India) with JAYWAN (UAE) : An important step in building financial sector cooperation, this will enhance the universal acceptance of RuPay across the UAE.
4. Prime Minister congratulated President Sheikh Mohamed bin Zayed Al Nahyan on the launch of UAE’s domestic card JAYWAN, which is based on the digital RuPay credit and debit card stack. The leaders witnessed a transaction made using the JAYWAN card.
5. The leaders also discussed the strengthening of energy partnership. They appreciated that in addition to the UAE being among the largest sources of crude and LPG, India is now entering into long term contracts for LNG.
6. Ahead of the visit, RITES Limited signed agreement with Abu Dhabi Ports Company and Gujarat Maritime Board with Abu Dhabi Ports Company. These would help in building port infrastructure and further enhance connectivity between the two countries.
7. Prime Minister thanked President His Highness Sheikh Mohamed bin Zayed Al Nahyan for his personal support and for his graciousness in granting the land for the construction of the BAPS Temple in Abu Dhabi. Both sides noted that the BAPS Temple is a celebration of UAE-India friendship, deep-rooted cultural bonds and an embodiment of the UAE’s global commitment to harmony, tolerance and peaceful coexistence. Prime Minister interacts with first batch of students from IIT Delhi- Abu Dhabi Campus, 13 February 2023
Prime Minister Shri Narendra Modi interacted with the first batch of students from the IIT Delhi–Abu Dhabi Campus. Prime Minister said that this not only begins a new chapter in bilateral collaboration between India and the UAE, but also brings the youth from the two countries together.
The opening of a campus of the Indian Institute of Technology, Delhi in the UAE was envisioned by the leadership of the countries in February 2022. The project, a joint collaboration between the Indian Institute of Technology Delhi (IIT-D) and Abu Dhabi Department of Education & Knowledge (ADEK), aims to provide quality higher education opportunities to students globally. Prime Minister Shri Narendra Modi addressed the Indian community in the UAE at 'AHLAN MODI', an event organized in his honour by the Indian community in the UAE. The event drew participation from Indian Diaspora from across the 7 Emirates and included Indians from all communities. The audience also included Emiratis.
2. Prime Minister was greeted with special warmth by the 40000 strong audience as he entered the arena at the Zayed Sports City stadium in Abu Dhabi. In his address, Prime Minister shared his thoughts on the contribution made by the Indian Diaspora to further strengthening bilateral relations between India and the UAE. Prime Minister thanked the Rulers and the Government of the UAE for their graciousness and care shown towards the Indian community. In particular, he mentioned the special care taken during difficult Covid times when Indian diaspora was provided all possible assistance. Prime Minister also shared his vision for the progress achieved by the country in the last 10 years and expressed confidence that India will become the third largest economy by 2030 on its way to becoming a developed country - Viksit Bharat - by 2047. He also dwelt on India being a "Vishwabandhu” and contributing to global progress and well-being.

Today, the Minister of Tolerance, His Excellency Sheikh Nahyan, is also present amongst us. He is a good friend and well-wisher of the Indian community. His affection towards the Indian community is commendable. Today, I also express my gratitude to my brother, His Highness Sheikh Mohammed bin Zayed, for this magnificent event. This enthusiastic celebration would not have been possible without his support. His personal touch, his sense of belonging towards me, is my greatest asset. I remember my first trip in 2015. I had not been in the power at the Centre for a long time. That was the first UAE trip of any Indian PM after three decades. The world of diplomacy was also new to me. At that time, the Crown Prince and the current President came to the airport to welcome me along with their five brothers. I can never forget their enthusiasm, the sparkle in their eyes. In that first meeting, it felt like I had come to the home of a loved one. They were also honouring me like a family member. But friends, that honour was not just mine. That honour, that reception, belonged to 1.4 billion Indians. That honour belonged to every Indian living in the UAE.

That was the day, and today is this day. This is my 7th trip to the UAE in 10 years. Brother Sheikh Mohammed bin Zayed came to receive me at the airport today as well. His enthusiasm was the same, his affinity was the same, and this is what makes him very special.

It is also my privilege that the UAE has honoured me with its Highest Civilian Award -- The Order of Zayed. This honour is not just mine, but this honour is of millions of Indians, all of you. Whenever I meet my brother, Sheikh Mohammed bin Zayed, he praises all Indian nationals very much. He appreciates your role in the development of the UAE. Even this Zayed Stadium carries the essence of Indian sweat. I am happy that our Emirati friends have given Indians a place in their hearts and have made them partners in their happiness and sorrow. Over time, this relationship is getting stronger day by day, and Brother Sheikh Mohammed bin Zayed has played a significant role in this. I saw his empathy towards you during COVID. At that time, I told him that we are arranging to bring back Indians. But he told me not to worry at all. He made all arrangements for the treatment of Indians here, including vaccination. With him here, I didn't have to worry at all. I experience his boundless love for all of you every moment. And not only that, when I proposed the idea of building a temple here in Abu Dhabi on behalf of all of you in 2015, he immediately said yes without wasting a moment. What I said in Arabic means – Bharat and the UAE are writing a better destiny on the book of the world with the pen of time. The friendship between Bharat and the UAE is our shared wealth. In reality, we are beginning a better future. Now think about it -- how easily the words like ‘kalam' (pen), ‘kitab’ (book), 'duniya’ (world), ‘hisab’ (account), 'zameen’ (land) are spoken in Bharat. And how did these words reach there? From this Gulf region! The relationship between our two countries spans hundreds and thousands of years. I have been told that there are hundreds of students present in the stadium right now. Currently, there are more than 1.25 lakh students studying in Indian schools in the UAE. These young friends are going to become partners in the prosperity of Bharat and the UAE. With the support of His Highness Sheikh Mohammed bin Zayed, the master's course at IIT Delhi's Abu Dhabi campus was inaugurated last month. The office of the Central Board of Secondary Education (CBSE) in Dubai is also going to open soon. I believe these institutions will help provide the best education to the Indian community here.

Prime Minister’s meeting with Ruler of Dubai, Vice President and Prime Minister of UAE, 14 February 2023
Prime Minister Shri Narendra Modi met His Highness Sheikh Mohamed bin Rashid Al Maktoum, Vice President, Prime Minister, Defence Minister, and the Ruler of Dubai on 14 February 2024 in Dubai.
2. Both leaders held discussions on a wide range of areas of bilateral cooperation, including trade, investment, technology, space, education and people-to-people ties. They expressed their satisfaction at the rapidly growing economic and commercial ties between India and the UAE, and acknowledged in particular the key role played by the Comprehensive Economic Partnership Agreement. They also welcomed the signing of the Bilateral Investment Treaty.

Virtual foundation stone laying of Bharat Mart in Jebel Ali, Dubai, 14 February 2023

2. The two leaders expressed confidence that Bharat Mart will propel India-UAE bilateral trade further by leveraging Jebel Ali Port’s strategic location and strength in logistics. Prime Minister’s participation in World Governments Summit 2024, 14 February 2023
At the invitation of His Highness Sheikh Mohamed bin Rashid Al Maktoum, Vice President, Prime Minister, Defence Minister, and the Ruler of Dubai, Prime Minister Shri Narendra Modi participated in the World Governments Summit in Dubai as Guest of Honour, on 14 February 2024. He delivered the special keynote address on the theme of the Summit - "Shaping the Future Governments”. Prime Minister had attended the World Governments Summit in 2018, also as Guest of Honour. The Summit this time saw participation of 20 world leaders, including 10 Presidents and 10 Prime Ministers. Governments and delegates from over 120countries were represented at the global gathering.
2. In his address, Prime Minister shared his thoughts on the changing nature of governance. He highlighted India’s transformative reforms based on the mantra of "Minimum Government, Maximum Governance”. Sharing Indian experience on how the country had leveraged digital technology to further welfare, inclusivity and sustainability, he called for a human- centric approach to governance. He also underlined India’s focus on people’s participation, last-mile-delivery and women-led development to achieve an inclusive society.
3. Prime Minister emphasised that given the inter-connected nature of the world, governments must collaborate and learn from each other to address future challenges. He highlighted that it was the need of the hour for governance to be Inclusive, Tech- smart, Clean and Transparent, and Green. In this context, he further emphasised that governments must prioritise – Ease of Living, Ease of Justice, Ease of Mobility, Ease of Innovation and Ease of Doing Business in their approach to public service. Elaborating on India’s steadfast commitment to Climate Change action, he called for people to join Mission LiFE (Lifestyle for Environment) to create a sustainable world.

It has been 23 years since I began serving as Head of the Government continuously. I dedicated 13 years to serving the people of Gujarat, leading a major state in Bharat, and now, I am approaching my 10th year of serving the nation in the Central Government. My belief is that there should be minimal government intervention and zero pressure from the government on the people. Rather, it is the government's responsibility to ensure minimal interference in the lives of its citizens.
We often hear from many experts that trust in governments has declined worldwide after the Covid pandemic. However, in Bharat, we have experienced the opposite. Over the years, the trust of the people in the Government of India has strengthened significantly. People have full faith in both the intentions and commitments of our government. How did this happen? It's because we have given precedence to public sentiments in governance. We are attuned to the needs of the countrymen and have focused on fulfilling both their needs and aspirations.
My guiding principle in government over these 23 years has been "Minimum Government, Maximum Governance." I have consistently advocated for creating an environment that fosters both enterprise and energy among citizens. Along with a Top-Down and Bottom-Up approach, we have also adopted a Whole-of-Society approach. We have emphasized a holistic approach and given top priority to people's participation. We aimed for government campaigns to transition into grassroots movements led by the people themselves. Following this principle of public participation, we have witnessed significant transformations in Bharat. Whether it's our Sanitation Drive, campaigns to promote girl education, or digital literacy initiatives, their success has been ensured through people's participation.

Social and financial inclusion has been the cornerstone of our government's priorities. We connected banking services to over 50 crore people who previously lacked access to bank accounts. We launched an extensive campaign to raise awareness, resulting in Bharat making substantial progress in Fintech and Digital Payments. We have championed Women-led Development and are committed to the economic, social, and political empowerment of Indian women. By enacting legislation a few months ago, we have also provided reservation for women in the Indian Parliament. Today, we are creating new opportunities for Indian youth and focusing on their skill development. In a remarkably short time, Bharat has become the third-largest startup ecosystem globally, marking a significant leap in our startup landscape.

Adhering to the mantra of "Sabka Saath, Sabka Vikas," we prioritize the approach of 'Last Mile Delivery and Saturation'. The saturation approach ensures that no beneficiary is left out of the government's schemes, with the government directly reaching out to them. This governance model eliminates both discrimination and corruption. According to a study, Bharat has lifted 250 million people out of poverty in the last 10 years, and this governance model has played a significant role in achieving this milestone.

When governments prioritize transparency, tangible results ensue, and Bharat stands as a prime example of this principle. Presently, over 130 crore Indian citizens possess digital identities, with their bank accounts, identity and mobile phones intricately linked. Leveraging technology, we have established the Direct Benefit Transfer (DBT) system, facilitating the direct transfer of over $400 billion into people's bank accounts over the past decade. This initiative has effectively uprooted a significant avenue for corruption, safeguarding over $33 billion from falling into the wrong hands.

Regarding Climate Change, Bharat has adopted a unique approach. We are diligently exploring avenues such as solar energy, wind energy, hydro power, biofuels, and green hydrogen. Our cultural ethos impels us to reciprocate to nature what we have received from it. Hence, Bharat advocates for a novel path termed "Mission LiFE" – Lifestyle For Environment, advocating for a pro-environment lifestyle. Additionally, we have been deliberating on concepts like Carbon Credit for some time now, but now, we must contemplate Green Credit. This proposition was extensively discussed during COP-28 in Dubai.

Looking towards the future, governments confront numerous challenges. How do we strike a balance between national sovereignty and international interdependence? How can we uphold our commitment to international rule of law while advancing national interests? How do we contribute more to global good while advancing national progress? How do we uphold universal values while drawing wisdom from our cultural heritage? How can we harness digital technology while safeguarding society from its adverse effects? How do we collectively combat terrorism while striving for global peace? As we embark on national transformation, should there not also be reform in global governance institutions? These questions necessitate careful consideration as we chart the course for our governments and plan for the future.
⮚ Together, we must champion the values of a united, cooperative, and collaborative global community.
⮚ It is imperative to advocate for the interests of the Developing World and ensure the active participation of the Global South in global decision-making processes.
⮚ We must heed the voices of the Global South and prioritize their concerns.
⮚ Sharing our resources and capabilities with less privileged nations is essential.
⮚ Establishing a global protocol to address challenges arising from AI, Artificial Intelligence, Cryptocurrency, and cybercrime is crucial.
⮚ We must uphold our national sovereignty while also respecting the principles of international law.
By adhering to these principles, we will not only address the challenges faced by governments but also foster global solidarity. Bharat, as a global ally (Vishwa-mitra), is committed to advancing this ethos. We championed this spirit during our G20 Presidency, embracing the principle of "One Earth, One Family, One Future."

Today, the United Arab Emirates has etched a new golden chapter in human history. A grand and divine temple is being inaugurated in Abu Dhabi, marking the culmination of years of hard work and fulfilling a long-standing dream. The blessings of Lord Swami Narayan are intertwined with this momentous occasion. Wherever Pramukh Swami may be in the divine realm, his soul will surely rejoice. My relationship with Pujya Pramukh Swamiji was akin to that of a father and son. I had the privilege of being in his company and receiving paternal affection for a significant part of my life. I continued to receive his guidance even during my tenure as the Chief Minister and Prime Minister. Remarkably, during the construction of Akshardham in Delhi, I was present at the foundation stone laying ceremony at his behest, long before my political career began. Just as he had fulfilled his Guru's wish by establishing a sacred temple on the banks of the Yamuna, embodying the ideal of a devoted disciple, today, with the same sense of discipleship, I stand before you, honoured to have helped realize Pramukh Swami Maharaj's dream. Furthermore, today also marks the auspicious festival of Basant Panchami and the birth anniversary of revered Shastri Ji Maharaj. Basant Panchami celebrates Goddess Saraswati, the goddess of human intelligence and conscience. It is this intelligence that enables us to implement ideals such as cooperation, harmony, and unity in life. I believe this temple will usher in a brighter future for humanity, symbolising communal harmony and global unity for the world.

The commendable role played by the UAE government in the construction of this temple cannot be overstated. However, if anyone deserves the greatest credit for realizing the vision of this magnificent temple, it is my brother, His Highness Sheikh Mohammed bin Zayed. I am fully aware of how wholeheartedly the entire UAE government, under the leadership of President Sheikh Mohammed bin Zayed, has fulfilled the aspirations of crores of Indians. He has not only endeared himself to the hearts of 140 crore Indians but has also played a pivotal role in transforming the temple dream of Pramukh Swamiji into reality. It is my greatest fortune to have been associated with this project from its inception to its fruition, witnessing firsthand the immense generosity of His Highness Sheikh Mohammed bin Zayed. I extend my endless gratitude to him. I wish his stature and the depth of the Bharat-UAE relationship is acknowledged not only by the people of the UAE and Bharat but also by the entire world. I recall my visit to the UAE in 2015 when I discussed the concept of this temple with His Highness Sheikh Mohammed. Upon presenting the aspirations of the Indian people to him, he promptly and enthusiastically embraced my proposal. He swiftly allocated a vast tract of land for the temple, demonstrating his unwavering support. Moreover, another issue related to the temple was resolved. During my visit to the UAE in 2018, the local saints, as mentioned by Brahmavihari Swami Ji, presented two temple models. One model depicted a grand temple inspired by ancient Vedic styles of Bharat, while the other was a simpler design devoid of Hindu religious symbols on the exterior. The saints said that the design approved by the UAE government would then be carried forward. Upon deliberating on this matter with His Highness Sheikh Mohammed, his stance was unequivocal. He asserted that temples in Abu Dhabi should be constructed in all their splendour and grandeur. He not only envisioned a temple but also envisioned it to be a true embodiment of temple architecture.

This is not a trivial matter; it is a significant undertaking. It is not just about constructing a temple here; it is about ensuring that it embodies the essence of a true temple. This spirit of brotherhood with Bharat is indeed our greatest asset. The magnificence of the temple we behold here is a testament to the grand vision of His Highness Sheikh Mohammed. Until now, the UAE was renowned for landmarks such as the Burj Khalifa, the Future Museum, the Sheikh Zayed Mosque, and other cutting-edge structures. Now, another cultural milestone has been added to its identity. I am confident that a substantial number of devotees will visit here in the future, consequently boosting the influx of visitors to the UAE and enhancing people-to-people connections. And today, my dear friend Brahmavihari Swami mentioned that Modi ji is the foremost priest. I cannot say whether I possess the qualifications to be a temple priest, but I take pride in being a devotee of Bharat Maa. Our Vedas proclaim 'Ekam Sat Vipra Bahuda Vadanti,' meaning scholars interpret the same God, the same truth, in various ways. This philosophy is ingrained in the core consciousness of Bharat. Hence, we not only embrace everyone by nature but also extend a warm welcome to all. We perceive diversity not as a source of division but as our unique strength. This belief bolsters our confidence in the face of global conflicts and challenges, fortifying our confidence in humanity. At every step in this temple, you will witness a glimpse of confidence in diversity. Alongside Hindu iconography, Egyptian hieroglyphs and narratives from the Bible and Quran adorn the temple walls. As soon as I entered the temple, the Wall of Harmony caught my eye, constructed by our Bohra Muslim community. Subsequently, a remarkable 3D experience of the temple was showcased, initiated by the Parsi community. Here, our Sikh brothers and sisters have undertaken the responsibility of langar. People from all faiths have contributed to the temple's construction. It is also noteworthy that the seven pillars or minarets of the temple symbolise the seven emirates of the UAE. This spirit reflects the essence of the Indian people, as wherever we traverse, we respect and assimilate the culture and values of the place. It is heartening to witness this same sense of respect for all embodied in the life of His Highness Sheikh Mohammed. My brother, my friend Sheikh Mohammed bin Zayed, also harbours a vision that we are all brothers. He erected the House of Abrahamic Family in Abu Dhabi, which encompasses a mosque, a church, and a synagogue. And now, this temple of Bhagwan Swami Narayan in Abu Dhabi is providing a new dimension to the concept of unity in diversity.

Our Vedas impart the wisdom that "समानो मंत्र: समिति: समानी, समानम् मनः सह चित्तम् एषाम्" (Samano Mantra Samitih Samani, Samanam Manah Saha Chittam Esham), meaning our thoughts should be united, our minds connected, and our resolutions aligned. This call for human unity forms the fundamental essence of our spirituality. Our temples serve as hubs for these teachings and resolutions. In these temples we declare in one voice that there should be goodwill among the living beings, there should be welfare of the world, reciting the verses of the Vedas. They teach us the principle of "Vasudhaiva Kutumbakam" – the whole earth is our family. Guided by this principle, Bharat is dedicated to promoting global peace. This time under Bharat's presidency, the G-20 countries have further strengthened and taken forward the resolve of 'One Earth, One Family, One Future'. Our endeavours are exemplified by campaigns such as 'One Sun, One World, One Grid'. With the spirit of सर्वे भवन्तु सुखिनः सर्वे सन्तु निरामया (Sarve Bhavantu Sukhinaha: Sarve Santu Niramaya), India is also working towards the mission of 'One Earth, One Health'. Our culture and faith inspire us to work for global welfare. Bharat is working in this direction on the mantra of Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas. Joint Statement: Visit of Prime Minister to the United Arab Emirates (February 13-14, 2024), 14 February 2023
President of the United Arab Emirates, His Highness Sheikh Mohamed bin Zayed Al Nahyan and Prime Minister of India Shri Narendra Modi met in Abu Dhabi on February 13, 2024. President His Highness Sheikh Mohamed bin Zayed Al Nahyan welcomed Prime Minister Narendra Modi to the UAE and expressed his appreciation for accepting the invitation to speak at the World Government Summit 2024 in Dubai on February 14, 2024.
The two leaders underlined that this was the seventh visit of Prime Minister Shri Narendra Modi to the UAE in the last nine years. The Prime Minister last visited the UAE on December 1, 2023, to participate in the UNFCCC COP28 conference in Dubai, where he met with UAE President His Highness Sheikh Mohamed bin Zayed Al Nahyan on the sidelines. During that visit, India applauded the COP28 presidency for guiding the "COP for Action” and arriving at "The UAE Consensus.” The Prime Minister participated in the COP28 Presidency’s Session on "Transforming Climate Finance”, and together with the UAE President, co-hosted the high-level event on the ‘Green Credits Programme’ on the sidelines of Summit. The leaders also highlighted the four visits of President His Highness Sheikh Mohamed bin Zayed Al Nahyan to India over the past eight years, the latest of which was on January 9-10, 2024, to attend the 10th edition of the Vibrant Gujarat Global Summit, as Chief Guest, and during which he witnessed the exchange of several Memorandums of Understanding on Investment Cooperation, along with Prime Minister Shri Narendra Modi.
The two leaders discussed the India-UAE bilateral relationship, which was formally elevated to a Comprehensive Strategic Partnership during the visit of His Highness Sheikh Mohamed bin Zayed Al Nahyan to India in 2017. They expressed satisfaction on the progress achieved in various sectors, noting that the partnership between the two countries has been significantly expanding over the years.

Ahead of the visit , RITES Limited signed agreement with Abu Dhabi Ports Company and Gujarat Maritime Board with Abu Dhabi Ports Company. These would help in building port infrastructure and further enhance connectivity between the two countries.
The two leaders endorsed the efforts from both sides to strengthen the strong economic and commercial cooperation and explore new areas of collaboration. They welcomed the strong growth witnessed in the UAE-India trade relations since the entry into force of the Comprehensive Economic Partnership Agreement (CEPA) on May 1, 2022. As a result, the UAE is India’s third-largest trading partner for the year 2022-23 and India’s second-largest export destination. India is the UAE’s second largest trading partner, with the bilateral trade rising to USD 85 billion in 2022-23. In this regard, the leaders expressed optimism regarding elevating the bilateral trade to USD 100 billion well ahead of the target year 2030. The two leaders also acknowledged the formal unveiling of the UAE-India CEPA Council (UICC), which stands as an important development in the bilateral trade partnership.
The leaders noted that the Bilateral Investment Treaty will be a key enabler for further promoting investments in both countries across sectors. The UAE was also the fourth largest investor in India in 2023 and the seventh largest source of Foreign Direct Investment overall. They highlighted that India has signed both the Bilateral Investment Treaty and a Comprehensive Economic Partnership Agreement with the UAE, reflecting the uniqueness and depth of the bilateral economic engagement between the two countries.
The leaders underscored the importance of a well-functioning and equitable multilateral trading system in fostering global economic prosperity and resilience, and stressed the importance for the 13th WTO Ministerial Conference, taking place in Abu Dhabi from 26 to 29 February 2024, to achieve a meaningful outcome that serves the interests of all WTO Members and strengthens the rules-based trade order.
The leaders welcomed the decision to create Bharat Mart at Jebel Ali, which will further promote bilateral trade and serve as a platform for enhancing the utilization of CEPA by leveraging the strategic location of Jebel Ali port. They noted that Bharat Mart would support micro, small and medium sector enterprises from India by providing them an effective platform to reach out to international buyers and promote their products across Middle East, Africa, and Eurasia.
The leaders appreciated the deepening of economic engagement in the financial sector. Prime Minister Shri Narendra Modi congratulated His Highness Sheikh Mohamed bin Zayed Al Nahyan for the launch of the UAE’s domestic card scheme JAYWAN, leveraging on the digital RuPay stack shared by the National Payments Corporation of India (NPCI) with the Central Bank of the UAE. They also welcomed the Agreement on interlinking the national payment platforms – UPI (India) and AANI (UAE), which will facilitate seamless cross-border transactions between the two countries.
The two leaders discussed ways to enhance their bilateral partnership in the energy sector, which includes oil, gas, and renewable energy. They acknowledged the recent signing of two new long-term LNG supply agreements between ADNOC Gas and Indian Oil Corporation Ltd and Gas Authority of India Ltd (GAIL) for 1.2 MMTPA and 0.5 MMTPA, respectively. These agreements mark the beginning of a new era in the energy partnership between the two countries, and both leaders encouraged the companies to explore more such opportunities. Furthermore, the two sides agreed to advance their cooperation in hydrogen, solar energy, and grid connectivity.
The leaders acknowledged that the Memorandum of Understanding in the field of Electricity Interconnection and Trade signed today opens a new area of energy cooperation between the two countries, which will also bring to life the Green Grids – One Sun One World One Grid (OSOWOG) initiative launched during by Prime Minister Shri Narendra Modi during COP26. . They expressed confidence that the MoU would further boost energy cooperation and connectivity between both countries.
Prime Minister Shri Narendra Modi thanked President His Highness Sheikh Mohamed bin Zayed Al Nahyan for his personal support and for his graciousness in granting the land for the construction of the BAPS Temple in Abu Dhabi. Both sides noted that the BAPS Temple is a celebration of UAE-India friendship, deep-rooted cultural bonds uniting the two nations, and also an embodiment of the UAE’s global commitment to harmony, tolerance and peaceful coexistence.
Both leaders noted that the cooperation protocol between the National Archives of the two countries and the MoU for cooperation with National Maritime Heritage Complex at Lothal, Gujarat will help in restoring the centuries old roots of India-UAE relationship and preserving the treasures of shared history.
The two leaders appreciated the commencement of the first Master’s program in Energy Transition and Sustainability by the Indian Institute of Technology (IIT) Delhi in Abu Dhabi, the first IIT in the Middle East. They reiterated the shared commitment of both countries for cooperation in education and research with a focus on advanced technologies, Artificial Intelligence, and sustainable energy.
The two leaders reviewed the progress of establishing the UAE-India Culture Council Forum and the membership of the council from both sides. The two leaders also emphasized the role of cultural and knowledge diplomacy in shaping a deeper mutual understanding that benefits both nations.
The leaders welcomed the MoU for creation of an intergovernmental framework between India and UAE on the India-Middle East-Europe Economic Corridor IMEEC, which reflected the lead taken by the UAE and India in furthering regional connectivity. The main elements of the Framework include development and management of a logistics platform, including a digital ecosystem, and provision of supply chain services to handle all types of general cargo, bulk, containers and liquid bulk in order to enable IMEEC. This will be the first agreement under the IMEEC initiative, launched on the side-lines of G20 Leaders’ Summit in New Delhi.
The leaders welcomed the MoU to jointly explore, assess and evaluate investment cooperation in the digital infrastructure sector. This MoU was signed by the Ministry of Investment of the UAE and the Ministry of Electronics & Information Technology of the Republic of India and focuses on creating strong and effective collaboration by building relationships between public and private organisations in the UAE and India. It aims to explore and evaluate the possibility of establishing a supercomputer cluster in India and data centre projects in India.

(a & b) India’s policy towards Palestine has been long standing and consistent. We have supported a negotiated two State solution, towards establishment of a sovereign, independent and viable State of Palestine within secure and recognized borders, living side by side in peace with Israel.
(c & d) India has strongly condemned the terror attacks on Israel on 07 October 2023 and the loss of civilian lives in the ongoing Israel-Hamas conflict. We have called for restraint and de-escalation and emphasized peaceful resolution of the conflict through dialogue and diplomacy. We have also called for release of remaining hostages. Prime Minister and External Affairs Minister have spoken to several leaders, including President, Prime Minister and Foreign Minister of Israel and the President and Foreign Minister of Palestine. External Affairs Minister met the Foreign Minister of Palestine on 20 January 2024 in Kampala and reiterated India’s support for a two State solution. (a to f) External Affairs Minister (EAM) visited Iran on 14-15 January 2024. During the visit, he called on the President of Iran H.E. Dr. Seyyed Ebrahim Raisi, and held meetings with Foreign Minister Dr. Hossein Amir-Abdollahian, Minister of Roads and Urban Development Mehrdad Bazrpash, and Secretary of Supreme National Security Council Dr. Ali Akbar Ahmadian.
In the meeting with Foreign Minister of Iran, various aspects of bilateral relations including political cooperation, people-to-people ties and connectivity initiatives were discussed. The two leaders appreciated the regular high-level interactions between India and Iran. They discussed ways to strengthen the ongoing cultural and educational linkages between the two countries. They also discussed matters related to the development of Chabahar Port and International North-South Transport Corridor to facilitate trade and transport connectivity between Eurasia, Central Asia, Afghanistan and the Indian subcontinent.
The two sides exchanged perspectives and assessments on certain regional and global issues and developments. They expressed concern about the recent events in West Asia and emphasised the importance of preventing further escalation of violence and hostilities. Both sides also discussed the issue of increased threats to the safety of maritime commercial traffic in the region, which is a matter of concern to the international community and has a direct bearing on India's energy and economic interests. In addition, they also exchanged views on the developments in Afghanistan, Ukraine, and the Caucasus.

It has, in parallel, brought about a transformational change in its engagement with Indian diaspora. A successful, prosperous, and influential diaspora is an asset for India. The Government’s efforts are also aimed at harnessing the diaspora potential to its fullest including through sharing of knowledge and expertise.

(a) The registration at eMigrate portal is mandatory for Indian workers holding Emigration Check Required (ECR) passports, proceeding for overseas employment to any of the 18 ECR countries which does not include Israel.
(b to d) Government accords the highest priority to the safety, security and well-being of Indian nationals abroad, including Indian workers. As per the Framework Agreement and Implementation Protocols signed with Israel, Indian workers shall enjoy equal treatment with respect to labour rights as Israeli citizens and shall be provided with proper lodging, medical insurance and relevant social security coverage as well as wages and benefits as set out in law. (c to e) India supports the principle of freedom of navigation in the Red Sea and has expressed concern at the instances of targeting of commercial vessels in the Red Sea impacting our trade/commercial linkages and endangering the lives of crew and ships. (a to d) On the sidelines of the G20 Leaders’ Summit, Leaders of India, European Union, France, Germany, Italy, Saudi Arabia, UAE and US announced an MOU on 9 September 2023 committing to work together to develop a new India-Middle East-Europe Economic Corridor (IMEC). The IMEC will comprise of two separate corridors, the east corridor connecting India to the Gulf and northern corridor connecting Gulf to Europe.
The corridor will provide reliable and cost-effective cross-border ship to rail transit network to supplement existing maritime routes. It intends to increase efficiency, reduce costs, secure regional supply chains, increase trade accessibility, enhance economic cooperation, generate jobs and lower greenhouse gas emission, resulting in a transformative integration of Asia, Europe and the Middle East (West Asia).

(a & b) India has strongly condemned the terror attacks on Israel on 07 October 2023 and the loss of civilian lives in the ongoing Israel-Hamas conflict. We have called for restraint, de-escalation, emphasized peaceful resolution of the conflict through dialogue and diplomacy. We have also called for release of remaining hostages. Prime Minister and External Affairs Minister have spoken to several leaders, including President, Prime Minister and Foreign Minister of Israel and the President, Prime Minister and Foreign Minister of Palestine. We also reiterated our position in multilateral fora such as the UN, G20, BRICS and Voice of Global South Summit.
(c & d) India’s long-standing policy towards Palestine has been that we have supported a negotiated two State solution, towards establishment of a sovereign, independent and viable State of Palestine within secure and recognized borders, living side by side in peace with Israel. External Affairs Minister met the Foreign Minister of Palestine on 20 January 2024 in Kampala and reiterated India’s support for a two State solution.
