Prime Minister’s meeting with the President of the State of Israel, 01 December 2023

Prime Minister Shri Narendra Modi held a bilateral meeting with H.E. Mr. Isaac Herzog, President of the State of Israel, on 1 December 2023, on the sidelines of the COP 28 Summit in Dubai.

The two leaders exchanged views on the on-going Israel - Hamas conflict in the region. Prime Minister expressed his condolences on the loss of lives in the October 7 terror attacks and welcomed the release of hostages.

Prime Minister reiterated the need for continued and safe delivery of humanitarian aid for the affected population. He emphasized on India’s support for a two-state solution and early and durable resolution of Israel Palestine issue through dialogue and diplomacy.

One Day State Mourning on December 17, 2023 as a mark of respect on the passing away of His Highness Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah, the Amir of the State of Kuwait, 16 December 2023

His Highness Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah, the Amir of the State of Kuwait passed away on December 16, 2023. As a mark of respect to the departed dignitary, the Government of India has decided that there will be one day’s state mourning on December 17, 2023 throughout India.

Demise of the Amir of the State of Kuwait, 17 December 2023

The Government and people of India express their deepest condolences on the passing away of His Highness Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah, the Amir of the State of Kuwait on 16 December 2023. The Government of India has declared State mourning across the country on 17 December as a mark of respect for the departed leader.

Shri Hardeep Singh Puri, Minister of Petroleum & Natural Gas and Housing & Urban Affairs, will be visiting Kuwait as Prime Minister’s Special Envoy on 17 December to pay condolences on behalf of the Government and the people of India. He will deliver personal letters of condolences from the President and Prime Minister of India to His Highness Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, the new Amir.

In the demise of His Highness Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah, Kuwait has lost a visionary leader who took the country towards progress and prosperity. India and Kuwait maintained close and friendly relations under the leadership of the late Amir. He was steadfast in guiding and strengthening bilateral engagements for the mutual benefit of the people of the two countries. The large Indian expatriate community in Kuwait will miss his presence and compassionate care.

PM congratulates new Emir of Kuwait, 20 December 2023

State visit of His Majesty Sultan Haitham bin Tarik, Head of State of Sultanate of Oman to India (December 16, 2023), 10 December 2023

At the invitation of the President Smt. Droupadi Murmu, Head of State of Sultanate of Oman, His Majesty Sultan Haitham bin Tarik, will visit India on 16 December 2023 for a State visit. He will be accompanied by a high-level delegation, including senior Ministers and officials. This first state visit of His Majesty Sultan Haitham bin Tarik to India marks a significant milestone in the diplomatic relations between India and the Sultanate of Oman.

2. On 16 December 2023 His Majesty Sultan Haitham bin Tarik will be received by President and the Prime Minister at the Rashtrapati Bhavan for a ceremonial welcome. He will hold bilateral discussions with Prime Minister who will also host a luncheon in his honour.

3. India and Oman share a longstanding history of friendship and cooperation, built on the foundation of mutual trust and respect, and strong people-to-people ties going back centuries. President of India hosts Sultan of Oman, 16 December 2023

The President of India, Smt Droupadi Murmu received His Majesty Sultan Haitham bin Tarik, the Sultan of Oman at Rashtrapati Bhavan today (December 16, 2023). The President also hosted a banquet in his honour.

Welcoming His Majesty on his first State Visit to India, the President said that Oman holds a unique place as India’s oldest strategic partner in the region, and as a cornerstone of its West Asia Policy. India recognizes and greatly values Oman's crucial role in fostering peace and stability in the region.

The President was happy to note that relations between India and Oman have now truly become multifaceted. Trade and investment ties have grown steadily, and excellent progress has been made in the areas of culture, health and education.  Looking towards the future, she said that Oman's ‘Vision 2040’ and India's ongoing growth journey create the perfect backdrop for us to collaborate extensively in strategic areas.

The President appreciated the valuable participation of Oman in this year’s G20 Summit and other related meetings, under India’s Presidency.

The President also noted the important role played by the Indian diaspora in Oman’s development, and lauded their contributions to strengthening India-Oman relations.

Delegates from both countries,

It gives me great pleasure to welcome you all to India.

Today is a historic day in the relations between India and Oman.

Today after 26 years, the Sultan of Oman has come to India on a state visit.

And I along with 140 crore Indians have got the opportunity to welcome you.

On behalf of all the countrymen, I heartily congratulate you.

Friends,

India and Oman have had unbreakable bond of deep friendship for centuries.

At one end of the Arabian Sea is India and at the other end is Oman.

Our mutual closeness is not limited to geography, but is also reflected in our trade spanning thousands of years, our culture, and our common priorities.

On the strength of this glorious history, we are building a bright future ahead.

Today we are adopting a new ‘India-Oman Joint Vision – A Partnership for Future’.

In this Joint Vision, concrete action-points have been agreed upon on 10 different areas.

Union Minister of Commerce and Industry Sh. Piyush Goyal and Minister of Commerce, Industry and Investment Promotion of the Sultanate of Oman, H.E. Qais Bin Mohammed Al Yousef hold discussion on bilateral trade and investment relations, 18 December 2023

On the sidelines of the State Visit of the Sultan of Oman, His Majesty Haitham bin Tarik to India on 16 December 2023, Union Minister of Commerce and Industry, Government of India, Shri Piyush Goyal, and Minister of Commerce, Industry and Investment Promotion of the Sultanate of Oman, H.E. Qais Bin Mohammed Al Yousef, held discussions on bilateral trade and investment relations between the two countries in New Delhi.

The leaders expressed satisfaction at the pace of ongoing negotiations for signing a India-Oman Comprehensive Economic Partnership Agreement (CEPA). The leaders underlined that holding two rounds of negotiations in quick succession in less than a month’s time is a testimony that both the countries are committed to deepen the economic relations further. Substantively, negotiations on the text of the India - Oman CEPA have been largely completed. The leaders exhorted their respective negotiators to conclude discussions on the remaining issues paving way for early conclusion of India-Oman CEPA negotiations and signing of the Agreement.

Further, both Ministers also discussed the need for a focused approach on enhancing investments in both countries. It was decided that an Oman Desk would be created in Invest India for this purpose. Similarly, Invest Oman would also launch an India Desk.

India and Oman share a longstanding history of friendship and cooperation, built on the foundation of mutual trust and respect, and strong people-to-people ties going back centuries. The two countries are strategic partners and the bilateral trade and investment relationship between them has flourished since diplomatic relations were established in 1955 which was upgraded to strategic partnership in 2008.

India provides US$ 2.5 million to UNRWA for the welfare of Palestinian Refugees, 28 December 2023

The Government of India, today, released the second tranche' of US$ 2.5 million to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), fulfilling its annual contribution of USD 5 million for the year 2023-24, to support the Agency's core programmes and services, including education, healthcare, relief and social services provided to Palestinian refugees.

Verdict in the Dahra Global case in Qatar, 28 December 2023

We have noted the verdict today of the Court of Appeal of Qatar in the Dahra Global case, in which the sentences have been reduced.

The detailed judgement is awaited. We are in close touch with the legal team as well as the family members to decide on the next steps.

Our Ambassador to Qatar and other officials were present in the Court of Appeal today, along with the family members. We have stood by them since the beginning of the matter and we will continue to extend all consular and legal assistance. We will also continue to take up the matter with the Qatari authorities.

SAUDI ARABIA

Cabinet approves Memorandum of Cooperation signed between India and Kingdom of Saudi Arabia on cooperation in the field of Digitization and Electronic manufacturing, 15 December 2023

The Cabinet chaired by Hon’ble Prime Minister Shri Narendra Modi was apprised of a Memorandum of Cooperation (MoC) signed on 18th August, 2023 between the Ministry of Electronics and Information Technology of the Republic of India and the Ministry of Communications and information Technology of the kingdom of Saudi Arabia on cooperation in the field of Digitization and Electronic Manufacturing.        

The Memorandum of Cooperation intends to strengthen collaboration in the field of Digitization, Electronic Manufacturing, e-Governance, smart infrastructure, e-Health and e-Education, promote partnership in research in digital innovation and the use of emerging technologies such as Artificial Intelligence (AI), Internet of Things (IoT), Robots, Cloud Computing and Blockchain, etc. This MoC would establish a framework for cooperation in the area of digitization and electronic manufacturing and establish partnerships between India and Saudi Arabia.

The MoC aims to promote ways of innovative training and development through e-Teaching, e-learning and exchange programs in the digitization and electronics manufacturing and to develop joint training programs for capacity building and access to highly skilled Information and Communication Technologies professionals, strengthen SME and start-up ecosystem by sharing information on business accelerators, venture capital and incubators of technology start-ups which would indirectly generate employment opportunities for both parties.

Prime Minister Narendra Modi had a telephone conversation with Crown Prince and Prime Minister of Saudi Arabia, HRH Prince Mohammed bin Salman bin Abdulaziz Al Saud.

The leaders reviewed progress in bilateral Strategic Partnership in follow-up to State visit of the Crown Prince to India in September 2023. They also discussed the forward-looking bilateral partnership agenda for the future.

The leaders exchanged views on the current situation in West Asia. They shared deep concerns at terrorism, violence and the loss of civilian lives.

Prime Minister reiterated India’s long-standing and principled position on the Israel-Palestine issue and called for continued humanitarian aid for the affected population. The two leaders agreed to work together for peace, security and stability in the region. They also emphasised the need for maintaining the maritime security and the freedom of navigation.

Prime Minister conveyed greetings to Saudi Arabia on being selected as host for Expo 2030 and FIFA Football World Cup 2034.

India co-hosts with UAE the Global Green Credit Initiative at COP-28, 01 December 2023

Prime Minister Narendra Modi together with President Sheikh Mohammed bin Zayed Al Nahyan of UAE, co-hosted the High-level event on ‘Green Credits Programme’ at COP-28, on 1 December 2023 in Dubai. The event saw participation of H.E. Mr. Ulf Kristersson, Prime Minister of Sweden, H.E. Mr. Filipe Nyusi, President of Mozambique and H.E. Mr. Charles Michel, President of the European Council.

Prime Minister invited all nations to join this Initiative.

The Green Credit Initiative has been conceptualized as a mechanism to incentivize voluntary pro-planet actions, as an effective response to the challenge of climate change. It envisions the issue of Green Credits for plantations on waste/degraded lands and river catchment areas, to rejuvenate and revive natural eco-systems.

During the event a web platform, which would serve as a repository of policies and best practices that incentivize environment-friendly actions, was also launched (https://ggci-world.in/).

This global initiative aims to facilitate global collaboration, cooperation and partnership through exchange of knowledge, experiences and best practices in planning, implementation and monitoring of environment positive actions through programs/mechanisms like Green Credits. (c & d) Government of India attaches the highest priority to addressing and resolving the issues pertaining to transportation of mortal remains of Indian nationals. As  soon  as  our  Mission / Post comes  to  know  of  such  unfortunate death of an Indian citizen, the Consular Wing of the Mission / Post immediately contacts the kin of the deceased Indian national as well as the local authorities to complete the necessary formalities and facilitate the transportation or local burial / cremation of the mortal remains in accordance with the wishes of the kin and local regulations.

In order to expedite the repatriation of mortal remains to India, our Missions / Posts also liaise with different authorities in the foreign countries and concerned state authorities in India to obtain Medical report / death certificate from the hospital concerned, police report (with English translation, if required in case of accidental or unnatural death) and consent letter from next of kin of the deceased for local cremation / burial / transportation.

Mission / Post issues “No Objection Certificate” (NOC) for transportation or local cremation / burial as required immediately, including on weekends/holidays, on receipt of requisite documents and further facilitates the process by coordinating for clearance and arrangements for embalming of mortal remains from the authorities concerned in the foreign country, clearance from local immigration / customs department and coordination with Indian customs authorities and also with State authorities in India if required.

(b) India has strongly condemned the terror attacks on Israel on 7 October 2023 and also the loss of civilian lives in the ongoing Israel-Hamas conflict. We remain concerned at the deteriorating security situation and have called for restraint, de-escalation and emphasized peaceful resolution of the conflict through dialogue and diplomacy. We welcome the humanitarian pauses and the release of hostages and call for release of remaining hostages. (a & b) On the sidelines of the G20 Leaders’ Summit, leaders of India, European Union, France, Germany, Italy, Saudi Arabia, UAE and US announced an MoU committing to work together to develop a new India-Middle East Economic Corridor (IMEC).

The IMEC will comprise of two separate corridors, the east corridor connecting India to the Gulf and the northern corridor connecting the Gulf to Europe.

The corridor intends to increase efficiency, reduce costs, secure regional supply chains, increase trade accessibility, enhance economic unity, generate jobs, and lower greenhouse gas emission-resulting in a transformative integration of Asia, Europe and the Middle East.

(c) G20 is the premier forum for international economic cooperation and broad deliberations on global economic challenges. Specific bilateral offers of investments are not made at G-20 meetings, and any such foreign investment proposals are handled through other relevant international mechanisms under extant guidelines. (a to c) As per available information, there were 12 Indian nationals in Palestine of which one Indian national requested evacuation and her return to India on 16 November 2023 was facilitated by Government of India. So far, no request for evacuation has been received from Indian nationals in Syria.

(a to c) It is estimated that there are around 18,000 to 20,000 Indian nationals in Israel, including students and 11 Indian nationals in Palestine. One Indian national was injured in the Israel–Hamas conflict and she is currently recuperating. So far, 1309 Indian nationals have returned to India in six special flights operated under Operation Ajay from Israel and we have also facilitated return of one Indian national from Palestine. The Embassy of India in Tel Aviv and Representative Office of Ramallah, are in regular communication with relevant departments and ministries in Israel and Palestine respectively and with Indian community to ensure the safety and security of all Indian nationals living there. (a, d & e) India’s policy towards Palestine has been long standing and we have always supported a negotiated two State solution, towards establishment of a sovereign, independent and viable State of Palestine within secure and recognized borders, living side by side in peace with Israel. India has strongly condemned the terror attacks on Israel on 7 October 2023 and also the loss of civilian lives in the ongoing Israel-Hamas conflict. We remain concerned at the deteriorating security situation and have called for restraint, de-escalation and emphasized peaceful resolution of the conflict through dialogue and diplomacy. We welcome the humanitarian pauses and the release of hostages and call for release of remaining hostages. Prime Minister and External Affairs Minister have spoken to several leaders in the region and across the world, including the President and Prime Minister of Israel and the Palestinian President and also in multilateral fora such as G20, BRICS and Voice of Global South Summit and reiterated our position.

(d) So far, 1309 Indian nationals have returned to India in six special flights operated under Operation Ajay from Israel and we have also facilitated return of one Indian national from Gaza Strip.

(a) India has millennia old civilizational and trade linkages with the rest of Asia and Europe. Their revival would represent a return of history.

(b to e) On the sidelines of the G20 Leaders’ Summit, Leaders of India, European Union, France, Germany, Italy, Saudi Arabia, UAE and the US announced an MoU committing to work together to develop a new India-Middle East Economic Corridor (IMEC). The IMEC will comprise of two separate corridors, the east corridor connecting India to the Gulf and the northern corridor connecting the Gulf to Europe.

The corridor will provide reliable and cost-effective cross-border ship to rail transit network to supplement existing maritime routes. It intends to increase efficiency, reduce costs, secure regional supply chains, increase trade accessibility, enhance economic cooperation, generate jobs and lower greenhouse gas emission, resulting in a transformative integration of Asia, Europe and the Middle East (West Asia). (b) whether the Government has provided economic assistance to Indian workers who were not paid their wages, if so, the details thereof and if not, the reasons therefor;

(c) whether the Government has taken cognizance of reports that Indian migrant workers suffered the highest losses because of non-payment of wages or benefit-related violations in gulf countries between March 2021 and December 2023, as per the Migrant Forum in Asia;

(d) if so, the details thereof and remedial measures taken thereon;

(e) whether the Government received any SOS call from 5 migrant labourers in Jeddah working in a company in Saudi Arabia; and

(f) if so, the details thereof along with the action taken thereon?

(a to d) As per data available with Indian Missions/Posts in Gulf countries, 33,252 complaints were received from Indian workers during the period March 2021 to December 2023. These included grievances related to delay in payment/non-payment of salaries, retention of passports, unfair working conditions, sub-standard accommodation, extended working hours, ill treatment/harassment etc. Country-wise break up is given below:

Government of India has robust mechanism to monitor working conditions and grievance redressal of all Indian workers abroad. Our Missions and Posts abroad remain vigilant and actively monitor and follow each type of complaint received from Indian nationals in foreign countries. The grievances are received and responded through various channels i.e. emergency telephone number, Walk-ins, e-Mails, Social Media, 24x7 Multilingual Helpline and Open Houses etc. To enable the aggrieved Indian national to online register his/her grievances, the Government has established portals such as MADAD and e-Migrate. Pravasi Bharatiya Sahayata Kendras (PBSK) have been set up in Dubai (UAE), Riyadh, Jeddah (Kingdom of Saudi Arabia) and Kuala Lumpur (Malaysia) to provide guidance and counseling to Indian workers on all matters. There are dedicated Labour Wings in all Indian Missions in Gulf Countries.

Indian Missions/Posts regularly organize Open Houses and Consular Camps in remote areas to get feedback from Indian workers residing in such areas and to address their grievances, if any. On receipt of complaint from or on behalf of the emigrant, the same is taken up pro-actively with concerned Foreign Employer (FE) and the work place of the aggrieved worker is also visited, if required. The complaints pertaining to employment issues are also taken up with the local labour department and other relevant authorities of the host country for prompt redressal.

Indian Missions/Posts abroad also utilize the Indian Community Welfare Fund (ICWF) to provide necessary assistance, on means tested basis to Indian citizens abroad and their dependents in times of distress including in the process of transportation of mortal remains to India or local cremation with consent of the family and settlement of death claims. During the period from 2014 to September, 2023, an amount of INR 626 crores of ICWF fund has been utilized for assisting 3,42,543 Indians in distress in foreign countries. Since the year 2014 till September, 2023, legal assistance by Indian Missions/Posts abroad was extended to 3321 Indian nationals, Boarding & Lodging assistance was provided to 1,70,402 Indian nationals, Emergency medical care provided to 10,515 distressed Indian nationals, air passage to 37,459 stranded Indians, and 3,461 mortal remains of Indian nationals were airlifted.

Based on MoUs signed with the GCC countries, matters related to welfare and protection of workers are taken up during regular meetings of Joint Working Groups with concerned countries. In addition, such matters are also regularly taken up with respective host governments through diplomatic channels.

(e & f) The Consulate General of India (CGI) in Jeddah received a request through email on 01.12.2023 from the helpline of State Migrant Control Room, Government of Jharkhand regarding 5 Indian workers, hailing from Jharkhand, who had been working with M/s Al Muraba Al Hadi Contracting Est. Jeddah. On perusing the matter, it was found that these 5 workers have been declared absconded by their employer. CGI Jeddah is in the process of arranging their final exit and repatriation to India through deportation centres under the CGI/Embassy of India in Riyadh. Source: Lok Sabha, Parliament of India.

(a & b) External Affairs Minister attended the "Extraordinary Joint Meeting of BRICS Leaders and Leaders of the invited BRICS Members on the situation in the Middle East with particular reference to Gaza" convened by South Africa, in virtual format, on 21 November 2023. The meeting discussed the situation in Gaza following the Israel-Hamas conflict. The meeting was also attended by Leaders and representatives of Brazil, Russia, China, South Africa, Saudi Arabia, Egypt, Ethiopia, Iran, Argentina and UAE.

(c & d) During the meeting, Leaders and representatives of the participating countries recalled their national positions on the Israel-Hamas conflict.

India reiterated its approach to terrorism and condemned the loss of civilian lives in the ongoing conflict, urging peaceful resolution of conflict through dialogue and diplomacy. Effective and safe delivery of humanitarian aid and the release of hostages was also emphasised.

(a to d) The Government of India (GOI) accords highest priority for the welfare of Indians abroad and provides all possible support to those who fall in distress including in the case of Ms Nimisha Priya. Government has provided assistance in the case including by seeking consular access to Ms Nimisha Priya in jail and providing a lawyer to represent her case from Indian Community Welfare Fund (ICWF). The Ministry has been consistently following up on the case through her lawyer.

As regards the travel of family of Ms Nimisha Priya, it may be noted that there is a ban on travel of Indians to Yemen as per GOI’s Gazette Notification dated 26 September 2017. In this regard, the Ministry is in contact with the family members of Ms Nimisha Priya. Government of India will continue to follow the case and render all possible assistance. (a & b) India has strongly condemned the terror attacks on Israel on 7 October 2023 and also the loss of civilian lives in the ongoing Israel–Hamas conflict. We remain concerned at the deteriorating security situation and have called for restraint, de-escalation and emphasized peaceful resolution of the conflict through dialogue and diplomacy. We welcome the humanitarian pauses and the release of hostages. Prime Minister and External Affairs Minister have spoken to several leaders in the region and across the world including the President and Prime Minister of Israel and Palestinian President and also in multilateral fora such as G20, BRICS and Voice of Global South Summit and reiterated the above.

(c) India has provided 70 Tonnes of humanitarian aid including 16.5 Tonnes of medicine and medical supplies in 2 tranches to the people of Palestine on 22 October 2023 and 19 November 2023.

(d) On 11 October 2023, Government of India launched Operation Ajay to facilitate return of Indian citizens from Israel. So far, 1309 Indian nationals have returned to India in six special flights operated under Operation Ajay. Source: Rajya Sabha, Parliament of India.

(c) whether any agreements or commitments were made during the discussions with Israel regarding the potential deployment of Indian workers to replace Palestinian labourers; and

(d) whether Government has engaged in consultations with relevant stakeholders, including labour unions and advocacy groups, to gather inputs and address concerns related to the potential deployment of Indian workers in Israel?

(a) the details of Operation Kaveri, Operation Ganga and Operation Ajay;

(b) whether it is a fact that these operations have cemented India’s position in the global diplomatic community; and

(c) if so, the details thereof?

(a) Operation Ganga: Operation Ganga was announced on 26 February 2022 to evacuate Indian nationals, mainly students, at Government of India's cost from Ukraine through the neighbouring countries of Romania, Poland, Hungary and Slovakia. 18,282 Indian nationals were brought back to India by 90 flights, of which 76 were commercial flights and 14 IAF flights in February and March 2022.

Operation Kaveri: Government of India launched Operation Kaveri to bring back Indian nationals from Sudan following a crisis that erupted in Sudan on 15 April 2023. Operation Kaveri was successfully concluded under which 4,097 people (including 136 foreigners) were brought back to India with the help of 18 IAF sorties, 5 trips of Indian Navy ships and 20 commercial flights. This includes 108 Indian nationals moved through Sudan’s land borders with Chad, Egypt, Ethiopia and South Sudan.

Operation Ajay: On 11 October 2023, Government of India launched Operation Ajay to facilitate return of Indian citizens from Israel. So far, 1309 Indian nationals, 14 OCI card holders and 20 Nepalese have returned to India from Israel in six special flights under Operation Ajay.

(b & c) Government accords highest priority to the welfare of Indians abroad and have provided all possible support to Indians in distress. Operation Ajay, Operation Ganga and Operation Kaveri are in line with the above policy. Source: Rajya Sabha, Parliament of India.
