Jaipur Foot Camp in Baghdad (October-November 2023), 07 October 2023

As a part of commemoration of the 70th Anniversary of establishment of India-Iraq Diplomatic Relations and Azadi Ka Amrit Mahotsav (AKAM) celebrating 75 years of India's independence, an Artificial Limbs (Jaipur Foot) Fitment Camp is being organised in Baghdad by the Embassy of India in collaboration with Bhagwan Mahaveer Viklang Sahayata Samiti (BMVSS) for the duration of 50 days. The camp was formally inaugurated by the Chief Guest, H.E. Mr. Hameed Al-Ghazzi, Secretary General of the Council of Ministers of Iraq in Baghdad on October 7 at the Baghdad International Fair Grounds in the presence of Indian Ambassador to Iraq Mr. Prashant Pise; H.E. Dr. Hisham Al Alawi, Undersecretary for Policy Planning and Consular Affairs, Ministry of Foreign Affairs; H.E. Mr. Sattav Al-Jabiri, Undersecretary in the Ministry of Trade; Dr. Hasan Al-Tamimi Undersecretary in the Ministry of Health; Dr. Diary Ahmed Majid, Director General of Asia and Australia Affairs in Ministry of Foreign Affairs; President of Bhagwan Mahaveer Viklang Sahayata Samiti (BMVSS,) Ambassador Satish Mehta; and Dr. Maher Al Zubaidi, Head of Iraqi Indian Economic Cooperation Foundation (lECF). Jaipur Foot is the world's largest organisation for rehabilitation of lower limb handicapped persons.

2. H.E. Mr. Hameed Al-Ghazzi, Secretary General of the Council of Ministers of Iraq thanked the Indian Government for helping the handicapped persons of Iraq and lauded the work done by the Indian government. He hoped this collaboration will continue in future. He emphasized the need of such projects in Iraq and acknowledged the efforts of BMVSS, the Jaipur Foot organization and the Government of India. Ambassador of India to Iraq Prashant Pise stressed the importance India attaches to its long-standing ties with Iraq, especially people-to-people ties and said that he was very happy that the Jaipur Foot camp being inaugurated in Baghdad will help rehabilitate over 1000 Iraqi brothers and sisters. This is yet another example of sharing Indian expertise with its friendly countries. This will be the largest camp ever undertaken under 'India for Humanity' programme. He appreciated the valiant efforts of IIECF to tie together all activities to make the camp successful.

3. On behalf of BMVSS, Ambassador Mehta offered to train Iraqi technicians in Jaipur Foot technology and provide technical support to help Iraq set up a permanent centre. He thanked the Government of India for its generous help in assisting the handicapped persons in over 21 countries in the last few years. He elucidated on the dedication and hard work of his team which may surpass the set target of 1000 artificial limbs to local beneficiaries.

4. Dr. Hisham Al-Alawi highlighted the time-tested civilizational ties and elaborated that bilateral trade with India exceeded USD 35 billion last year and India had been an important partner of Iraq with crude oil imports from Iraq touching one million barrels per day. He expressed satisfaction that the relationship was expanding in all fields, including political, security, commercial, capacity building and cultural and religious tourism and appreciated the efforts of Indian government in offering such humanitarian efforts that would benefit the common Iraqi people's lives.

5. Senior dignitaries saw the limb-making process and expressed admiration that a perfect-fitting limb could be made in a day. They handed over custom-made artificial limbs to some persons with disability of Iraq.

6. The Camp has been sponsored under ITEC programme by the Ministry of External Affairs, Government of India, through Embassy of India in Baghdad, under its 'India for Humanity' programme. Under this programme, more than 12,000 handicapped persons in over 21 countries in Asia, Africa and Pacific Islands have already been rehabilitated, exemplifying India's belief in Vasudhaiva Kutumbkam -the world is a family'.

PM speaks with His Majesty King Abdullah II of Jordan, 23 October 2023

Exploring Incredible India, 11 October 2023

Embassy of India, Kuwait organized a B2B event titled ‘Exploring Incredible India’ to promote tourism to India on 11 October, 2023 at the Millennium Hotel & Convention Centre. The event comprised of a Tourism Symposium that involved presentations by leading Destination Management Companies and renowned hoteliers from Taj, Oberoi and Leela hotel chains from India. The symposium was well-attended by various stakeholders, particularly Heads and representatives of over 150 travel agencies from Kuwait. Eminent travel blogger and travellers from Kuwait also shared their India experiences during the occasion. The event also included a lively and information-rich interaction through Panel discussions, presentations, and videos along with dedicated sessions for B2B networking.

Ambassador of India Dr Adarsh Swaika highlighted the enormous potential for tourism to India. He underlined the ‘complete tourism experience’ that India offers and underscored 6 specific points - abundant natural beauty and varied tourist destinations in India; world-class tourism infrastructure; Indian cultural ethos; ease of travel through digital applications; and economically cheap compared to similar facilities in other countries. Ease of obtaining an Indian tourist visa was specifically highlighted with 6 month multiple entry tourist visa provided by the Indian Embassy in Kuwait within one day.

The representatives of Indian travel and hotel industry gave a vivid description about tourism options, luxury destinations, different theme-based circuits such as summer, winter, adventure, spa and wellness, nature, culture and shopping, and end-to-end travel solutions and packages. Tour operators in Kuwait were briefed about the options, as well as provided with information brochures or booklets which can easily be distributed.

The event was also live-streamed on Embassy social media platforms for maximum outreach to the wider Kuwaiti friends. An E-brochure on different facets of Indian tourism was unveiled by the Ambassador which is available on Embassy’s website and social media platforms. MOROCCO

Union Finance Minister Smt. Nirmala Sitharaman to embark tomorrow on an official visit to Marrakech, Morocco, to attend the IMF-World Bank Annual Meetings 2023, 09 October 2023

Union Minister for Finance & Corporate Affairs Smt. Nirmala Sitharaman will be embarking on an official visit to Marrakech, Morocco, beginning October 10, 2023.

During the visit, Smt. Sitharaman will attend the Annual Meetings of the World Bank Group (WBG) and the International Monetary Fund (IMF), along with G20 meetings, Investor/ Bilateral meetings with Indonesia, Morocco, Brazil, Switzerland, Germany and France, besides other associated meetings, scheduled to take place from October 11-15, 2023, in Marrakech, Morocco.

The Annual Meetings will be attended by Finance Ministers and Central Bankers from across the world. The Annual Meetings, which generally take place in October, are customarily held in Washington D.C. for two consecutive years and in another member country in the third year.

The Indian delegation for the Annual Meetings will be led by the Union Minister for Finance & Corporate Affairs and will comprise officials from the Ministry of Finance and the Reserve Bank of India.

Finance Minister Smt. Sitharaman and Shri Shaktikanta Das, Governor, Reserve Bank of India (RBI), will co-chair the fourth G20 Finance Ministers and Central Bank Governors (FMCBG) meeting. G20 FMCBG meeting will witness participation of 65 delegations from G20 countries, invitee countries, and international organisations in multilateral discussions centred around a broad spectrum of important global issues.

The fourth G20 FMCBG meeting will comprise of two sessions:-

  1. Strengthening Multilateral Development Banks (MDBs) to address shared challenges of the 21st Century
  2. Global Economy and Crypto Assets Agenda

During the meeting, the Volume 2 of the Report on strengthening MDBs by the Independent Expert Group (IEG) will also be released. Volume 1 was release during the 3rd FMCBG held in Gandhinagar, Gujarat.

On the sidelines of the fourth G20 FMCBG meeting, Principals from Indian G20 Presidency, International Monetary Fund, and the World Bank will co-chair Global Sovereign Debt Roundtable (GSDR) on 12th October 2023. The Roundtable will discuss the progress made on debt restructuring and explore ways and means to support work of G20 countries.

In a high-level event organised by USA Treasury, Union Finance Minister will engage in a Roundtable Discussion on “IMF policy priorities and how the institution should support its membership”.

The Union Finance Minister will also participate in a discussion on Partnership for “Resilient and Inclusive Supply-chain Enhancement” (RISE) – with the World Bank Group, organised by the G7 Japan Presidency.

On the margins of the IMF-WB Annual Meetings in Marrakech, Smt. Sitharaman will participate in a discussion on macroeconomic outlook during a G7 Africa Ministerial Roundtable.

Smt. Sitharaman will also give keynote address at a session on “MDBs evolution”, co-hosted by German Federal Ministry for Economic Cooperation and Development and Centre for Global Development (CGD).

In the course of her visit, the Union Finance Minister will also participate in a Roundtable on “Reviving Growth with Inclusivity: Galvanising Private Capital to support Governments and Multilateral Institutions”.

In another high-level event on the sidelines, Union Finance Minister will engage in a conversation with Atlantic Council on India’s economic prospects through 2024 and beyond.

Embassy of India in Oman Celebrates Gandhi Jayanti, 02 October 2023

Embassy of India in Oman marked the 154th birth anniversary of Mahatma Gandhi with a solemn celebration, paying tribute to the legacy of the Father of the Nation. The event held at the Embassy premises saw H.E Amit Narang, Ambassador of India to the Sultanate of Oman  leading the way by offering floral tributes to the statue of Mahatma Gandhi, followed by members of the Indian community and Embassy officers.

The gathering came together to honour the life and teachings of Mahatma Gandhi, who continues to inspire generations worldwide with his philosophy of non-violence, truth, and social justice. The floral tribute was accompanied by the resonating melodies of bhajans, adding a harmonious touch to the occasion.

Speaking to the media, Ambassador Amit Narang emphasized the enduring relevance of Gandhi's principles, stating, "Mahatma Gandhi's teachings remain as pertinent today as they were during his time.  As we celebrate his birth anniversary, we also celebrate the values that guide us toward a more just and peaceful world."

This year's celebration held special significance as it marked the first anniversary of the installation of the Mahatma Gandhi statue on the Embassy premises. Solemn Celebration of International Day of Non-Violence in Muscat, 03 October 2023

The Embassy of India, in collaboration with the Raja Yoga Centre for Self-Development, organized a well-attended event to celebrate the 154th Birth Anniversary of Mahatma Gandhi and the United Nations International Day of Non-Violence on October 2nd, 2023. The event witnessed a gathering of over 300 participants, including esteemed resident Ambassadors, Indian community and friends of India in Oman.

Her Highness Basma Al Said graced the occasion as the Chief Guest, adding to the event's significance with her esteemed presence. Her Highness delivered an enlightening address, underscoring the paramount significance of peace and non-violence in fostering global harmony and understanding. 

Ambassador Amit Narang delivered an inspiring speech shedding light on Mahatma Gandhi's timeless message and its profound relevance in contemporary society. Ambassador invoked Gandhiji's favourite hymn, "Vaishnava Jan," highlighting its message of empathy as a call for human goodness. He urged rekindling Gandhi's humane globalism in our hearts and rediscovering the essence of "Vaishnav Jan" within ourselves.

Sister B.K. Maureen, Programme Director for the Brahma Kumaris, UK, and Brahma Kumaris representative at the United Nations, Vienna, delivered the keynote address, immersing attendees in a contemplative experience. Her address reiterated the significance of inner peace in building a harmonious world.

The event also featured performances by students of the Indian School Darsait and Seeb, who enthralled the audience with classical dances on the famous bhajan "Vaishnav Jan" and a skit on the theme of peace. Visit of MoS Shri V. Muraleedharan to the Sultanate of Oman (October 18-19, 2023), 17 October 2023

Minister of State (MoS) for External Affairs and Parliamentary Affairs Shri V. Muraleedharan will pay his third official visit to the Sultanate of Oman on 18-19 October 2023.

2. During the visit, MoS will hold high-level discussions with the Omani leadership and dignitaries. He will also inaugurate the painting exhibition, "India on Canvas: Masterpieces of Modern Indian Painting” which is a collection of specially curated 20 works of art from the collection of National Gallery of Modern Art, exhibited in the National Museum of Oman.

3. MoS will also inaugurate a lecture series titled "From Mandvi to Muscat: Indian Community and the Shared History of India and Oman”, organized by the Embassy of India shedding light on the history of Indian community in Oman and its contribution to India-Oman relations.

4. During his visit, MoS will also interact with various Indian community organizations and a wide cross section of Indian community residing in Oman, including professionals, blue collar workers, health care workers, social workers, and school students.

Visit of MoS Shri V. Muraleedharan to Oman (October 18-19, 2023), 20 October 2023

​Shri V. Muraleedharan, Minister of State (MoS) for External Affairs and Parliamentary Affairs of India, paid an official visit to the Sultanate of Oman on October 18-19, 2023.

2.​During his visit, MoS held a bilateral meeting with H.E. Said Al Saqri, Minister of Economy of Oman in which he explored avenues of cooperation and discussed key aspects of India-Oman economic relations. MoS also held a meeting with H.E. Mahad bin Said Baowain, Minister of Labour of Oman and discussed labour relations and skill development to enhance the well-being of Indian workers.

3.​ MoS also had a luncheon meeting with H.E Sheikh Khalifa Al-Harthy, Undersecretary for Political Affairs in the Ministry of Foreign Affairs of Oman and discussed bilateral and regional issues of mutual interest. In his meetings, he conveyed his deep appreciation to Sultan Haitham bin Tarik and the Government of Oman for ensuring the well-being of the vibrant Indian community in Oman.

4.​ MoS inaugurated the iconic painting exhibition "India on Canvas: Masterpieces of Modern Indian Painting," a collection of specially curated 20 works of art from the collection of the National Gallery of Modern Art, exhibited in the National Museum of Oman. The exhibition was inaugurated in the presence of H.E. Jamal bin Hassan Al-Moosawi, Secretary-General of the National Museum. In his remarks, MoS said that "the exhibition is a milestone collaboration between India and Oman and will further deepen the cultural bonds between the two sides."

5.​MoS also inaugurated a landmark lecture series titled "From Mandvi to Muscat: Indian Community and the Shared History of India and Oman," organized by the Embassy of India in association with Oman Historical Association and National Museum of Oman, shedding light on the history of Indian community in Oman and its contribution to India-Oman relations. The inaugural lecture of the series of lectures hosted from October 2023 to April 2024 was delivered by Dr. M Redha Bhacker on the topic 'Indian Ocean trade in the 18th and 19th century'.​

6.​The Minister also addressed and interacted with the students of Indian School Muscat, sharing insights and inspiring young minds. He visited a labour camp in Muscat, engaging with the workers from India to discuss their well-being. MoS further extended his outreach by connecting with various cross-sections of the Indian diaspora in Oman, including healthcare professionals, social workers, blue-collar workers, and members of the Indian Social Club. During his interaction, MoS emphasized that the Indian community in Oman is an integral part of India's global family.

PALESTINE

Prime Minister Narendra Modi speaks with Palestinian President, 19 October 2023

Prime Minister Narendra Modi had a telephone conversation today with the President of Palestine, H.E. Mr. Mahmoud Abbas.

Prime Minister conveyed deep condolences over the loss of civilian lives at the Al Ahli Hospital in Gaza.

Highlighting traditionally close and historic ties between India and this region, Prime Minister expressed deep concern at terrorism, violence and deteriorating security situation in the region.

He reiterated India’s long-standing and principled position on the Israel-Palestine issue.

President Mahmoud Abbas shared his assessment of the situation. He thanked Prime Minister for India’s support and appreciated India’s position.

Prime Minister conveyed that India will continue to send humanitarian assistance for the Palestinian people.

QATAR

Verdict in the case of 8 Indians detained in Qatar, 26 October 2023

We have initial information that the Court of First Instance of Qatar has today passed a judgement in the case involving 8 Indian employees of Al Dahra company.

We are deeply shocked by the verdict of death penalty and are awaiting the detailed judgement. We are in touch with the family members and the legal team, and we are exploring all legal options.

We attach high importance to this case, and have been following it closely. We will continue to extend all consular and legal assistance. We will also take up the verdict with Qatari authorities.

SAUDI ARABIA

India and Saudi Arabia sign MoU in Electrical Interconnections, Green / Clean Hydrogen and Supply Chains, 08 October 2023

India and Saudi Arabia have signed a Memorandum of Understanding in Riyadh today afternoon, in the fields of Electrical Interconnections, Green / Clean Hydrogen and Supply Chains. The MoU was signed between the visiting Union Minister for Power and New & Renewable Energy, Government of India, Shri R.K. Singh and the Minister of Energy, Government of Saudi Arabia, Mr. Abdulaziz bin Salman Al-Saud on the sidelines of the MENA Climate Week in Riyadh today.

This MoU aims to establish a general framework for cooperation between the two countries in the field of electrical interconnection; exchange of electricity during peak times and emergencies; co-development of projects; co-production of green / clean hydrogen and renewable energy; and also establishing secure, reliable and resilient supply chains of materials used in green / clean hydrogen and the renewable energy sector.

It was also decided between the two energy ministers that B2B Business Summits and regular B2B interactions between the two countries will be conducted to establish complete supply and value chains in the above-mentioned areas of energy sector cooperation.

Earlier, an Indian delegation led by the Union Minister for Power and New & Renewable Energy, Government of India, Shri R.K. Singh participated in the High-Level Segment of the Middle East and North Africa (MENA) Climate Week 2023, which is being held in Riyadh, Saudi Arabia during October 8 - 12, 2023. MENA Climate Week 2023 will discuss climate solutions ahead of COP28 and is being hosted by the government of the Kingdom of Saudi Arabia. This important event brings together a diverse group of stakeholders to discuss many topics, including the Global Stocktake, and the economic and energy security aspects of climate action in the context of the Paris Agreement. It provides a valuable opportunity to share insights and best practices, and to develop ambitious climate strategies for the rest of this critical decade.

Addressing a session on “Global Stocktake of the Paris Agreement (GST) Regional Dialogue: Highlighting enablers and technologies for ambition and just and inclusive transitions” on the first day of the MENA Climate Week in Riyadh today, the Union Minister for Power and New & Renewable Energy said that MENA Climate Week is extremely important in exploring and sharing opportunities to shape the future of energy production, consumption and sustainability on a global scale. He said that the gathering at MENA CW holds great significance for the MENA region and collectively possesses immense potential in influencing the current and future narrative of energy transition.

The Minister told the global community that India today is one of the world’s most vital voices in the energy landscape, and has emerged as a leader in energy transition. “India having almost 17% of the world population and being the world’s fifth largest economy, is taking significant steps to reduce emission intensity of its GDP by 45% by the year 2030 and to achieve the goal of Net Zero by the year 2070.” He recalled that India’s energy sector has undergone a remarkable transformation, aimed at providing reliable, affordable and sustainable energy to its people. “The country has made significant strides in enhancing power generation capacity from non-fossil fuels, established a unified national grid and has strengthened distribution network, promoting renewable energy, expanding access to energy and achieving 100% household electrification, and implementing innovative policies.”

Shri Singh said that green hydrogen is a promising alternative for accelerating India’s energy transition. “It brings me great pleasure in informing you that the Government of India has launched the National Green Hydrogen Mission for harnessing hydrogen energy and has approved an initial outlay of US $ 2.3 billion for this Mission.”

The Minister called upon MENA countries to join the Global Biofuel Alliance, in order to advance international cooperation in sustainable biofuels to realize the full potential of the Alliance. He said that the Alliance aims to facilitate cooperation in intensifying the development and deployment of sustainable biofuels, to facilitate trade in biofuels and much more, in collaboration with international biofuels organizations.

The Minister underlined that India firmly believes that all nations must recognize that the energy transition will have different challenges and opportunities for developing countries and the global south in particular. “Therefore, it is imperative that we work together to support each other in this transition.” Shri Singh asserted at the MENA Climate Week that individual actions and sustainable behavioural choices are crucial to achieve the energy transition in a sustainable manner. “In this regard, I call upon MENA region to join India’s initiative on Lifestyle for Environment (LiFE)”, said the Minister.

Global Stocktake of Paris Agreement

The high-level GST (Global Stocktake of the Paris Agreement) regional dialogue at the Middle-East and North Africa (MENA) Climate Week will bring together policy makers, key stakeholders and partners in the intergovernmental process to discuss key messages from the region with a view to shaping the GST outcome. The dialogue will further serve as a platform to discuss the challenges, barriers, solutions and opportunities for enhancing climate action and support within the context of MENA and for enhancing international cooperation.

The GST allows countries to periodically take stock of the implementation of the Paris Agreement to assess the collective progress towards achieving the purpose of the Agreement and its long-term goals. It is done in a comprehensive and facilitative manner, considering mitigation, adaptation and the means of implementation and support, and in the light of equity and the best available science. The first GST started in Glasgow in 2021 and will conclude at the climate change conference in Dubai, UAE (at COP 28). The outcome of the GST shall inform Parties in updating and enhancing, in a nationally determined manner, their action and support, as well as in enhancing international cooperation for climate action.

The conclusion of the first global stocktake is an important political moment to highlight collective progress made globally towards the achievement of the Paris Agreement provisions and goals. It is an important moment to underscore challenges, but also the plenitude of opportunities to accelerate climate action including various regional priorities. Visit of Hon'ble Cabinet Minister of Power and New & Renewable Energy Shri. Raj Kumar Singh to Saudi Arabia on 07-09 October 2023, 09 October 2023

Hon’ble Union Minister for Power and New & Renewable Energy, Shri. Raj Kumar Singh, visited Saudi Arabia from October 07-09, 2023. During the visit, the Hon’ble Minister participated in the MENA Climate Week 2023, met with several Saudi dignitaries, as well as interacted with the business Community in Saudi Arabia.

2. On October 08, the Hon’ble Minister led the Indian delegation in the High-Level Segment of the Middle East and North Africa (MENA) Climate Week 2023, which is being held in Riyadh. Hon’ble Minister Shri. R.K. Singh participated in the High Level Ministerial Panel on, “Advancing the Energy Transition in the MENA region: Advancing inclusivity and circularity for just and Equitable Energy Transitions”, as part of the MENA Climate Week. Subsequently, he also addressed the gathering on the topic “GST Regional Dialogue: Riyadh Boulevard highlighting enablers and technologies for ambition and City inclusive transitions”. During these addresses, Hon’ble Minister touched upon multitude of pressing issues, ranging from climate change, affordable and reliable energy in achieving our Sustainable Development Goals and raised  several issues in light of the upcoming COP28 in UAE. 

3. An MoU between India and Saudi Arabia in the fields of Electrical Interconnections, Green / Clean Hydrogen and Supply Chains was signed between Union Minister for Power and New & Renewable Energy, Government of India, Shri R.K. Singh and the Minister of Energy, Government of Saudi Arabia, Mr. Abdulaziz bin Salman Al-Saud on the sidelines of the MENA Climate Week in Riyadh on 08 October 2023. This MoU aims to establish a general framework for cooperation between the two countries in the field of electrical interconnection; exchange of electricity during peak times and emergencies; co-development of projects; co-production of green / clean hydrogen and renewable energy; and also establishing secure, reliable and resilient supply chains of materials used in green / clean hydrogen and the renewable energy sector.

4. Subsequently, Hon'ble Union Minister for Power and New & Renewable Energy Shri. R.K. Singh had in-depth discussions on various areas of mutual interests with Saudi Minister of Energy  HRH Prince Abdulaziz bin Salman. It was decided between the two energy ministers that B2B Business Summits and regular B2B interactions between the two countries will be conducted to establish complete supply and value chains in the above-mentioned areas of energy sector cooperation. Hon'ble Minister also  met with Executive Secretary, UNFCCC Mr. Simon Stielln the sidelines of  MENA Climate Week in Riyadh. They discussed issues of mutual interests, especially in light of upcoming  COP28 in UAE.

5. On 09 October 2023, Hon’ble minister along with the delegation visited the Sudair Solar Power Plant in Riyadh. The plant is the largest Solar plant in the Kingdom and the work is executed by an Indian company. Hon’ble Minister Shri. R.K. Singh held bilateral discussions with Saudi Minister of Investment H.E. Khalid Al-Falih. They discussed topics of mutual interest and agreed to promote investments in India and Saudi Arabia in the sectors of new and renewable energy. Later on, Hon’ble Minister addressed a gathering of Saudi business personalities and investors and invited them to invest in India in the new and renewable energy sectors like solar energy, wind power, green hydrogen etc. Saudi-India Business Council also hosted a dinner in honour of Hon’ble Minister.

Hon’ble Minister of Commerce and Industry, Consumer Affairs, Food and Public Distribution, Textiles, Shri. Piyush Goyal, visited Saudi Arabia from October 24-25, 2023. During the visit, the Hon’ble Minister participated in the 7th edition of Future Investment Initiative (FII) held in Riyadh, met with several Saudi dignitaries, as well as interacted with the business Community and Indian diaspora in Saudi Arabia.

2. On October 24, the Hon’ble Minister attended the opening ceremony of the 7th FII and participated as a speaker in one of the plenary session titled “The Coming Investment Mandate”. Later the same day the Hon’ble Minister had co-chaired a session with H.E. Eng. Khalid bin Abdulaziz Al-Falih, Minister of Investment, Ministry of Investment of Saudi Arabia (MISA) titled “Rising Global South: Strategies for Emerging Economies in the New Industrial Policy Era. 

3. During the course of the two days, the Hon’ble Minister held a bilateral meetings and discussions with HRH the Minister of Energy Prince Abdulaziz bin Salman, H.E. Khalid A Al Falih, Saudi Minister of Investment, Commerce Minister  H.E. Dr. Majid bin Abdullah  Kassabi, Saudi Industry and Mineral Resources Minister  H.E. Bandar bin Ibrahim AlKhorayef to discuss the deepening of the bilateral economic and trade partnership and the follow up from the State Visit of HRH Crown Prince and Prime Minister Mohamed Bin Salman. He also held a separate meeting with Governor PIF, H.E. Yassir Rummayyan.

During the sidelines of the FII, Hon’ble Minister met with Mr. Ajay Banga, President of World Bank, Mr. Ayser Tayed, Executive MD,  Aramco Ventures, Mr. Hassan Jameel, Vice Chairman & Deputy President, Abdul Lateef Jameel Group,, Mr. Ray Dalio, Founder of Bridgewater Associates, Mr. Nadhmi Al Nasr, CEO, NEOM Group. The Hon’ble Minister also interacted with prominent Indian business leaders in Saudi Arabia. Subsequently, he attended an interactive session with Indian Community members in Saudi Arabia.

5. On October 25, the Hon’ble Minister attended a Business Round Table organized at the Federation of Saudi Chambers. The event was attended by a large number of prominent Saudi business personalities. Subsequently, a Memorandum of Understanding between the Federation of Saudi Chambers of Commerce and the Confederation of Indian Industry was signed in his presence.

Shri Piyush Goyal, Union Minister of Commerce & Industry to co-chair 11th Meeting of the India-UAE High Level Joint Task Force on Investments along with His Highness Sheikh Hamed bin Zayed Al Nahyan, Member of the Executive Council of the Emirate of Abu Dhabi, 04 October 2023

A delegation led by Shri Piyush Goyal, Union Minister of Commerce & Industry, Consumer Affairs, Food & Public Distribution and Textiles, Government of India, will be visiting the United Arab Emirates from 5th-6th, October 2023 to co-chair the 11th India-UAE High Level Task Force on Investments (HLTFI), and to engage with industry representatives and interact with the UAE delegation led by His Highness Sheikh Hamed bin Zayed Al Nahyan, Member of the Executive Council of the Emirate of Abu Dhabi.

The two delegations will discuss Issues/Challenges Pertaining to existing Investments, both, made by UAE companies in India, and investments made by Indian Companies in UAE.

The meeting will also review the outcomes achieved through the work of the Joint Task Force to date, and the two sides will continue exploring ways to facilitate investment in areas of mutual interest with the potential for economic growth.

Over the two-day visit, Minister Goyal will also hold bilateral meetings to enhance general trade, investment matters and areas of cooperation for strengthening India – UAE ties.

The Joint Task Force was established in 2013 as a key forum to promote trade, investment and economic ties between the UAE and India. Over the years HLTFI has emerged as an effective platform for addressing key constraints that companies from either side may face.

11th Meeting of the India-UAE High Level Joint Task Force on Investments, 05 October 2023

The Eleventh meeting of the UAE-India High Level Joint Task Force on Investments (‘the Joint Task Force’) was held today in Abu Dhabi, co-chaired by His Highness Sheikh Hamed bin Zayed Al Nahyan, the Managing Director of Abu Dhabi Investment Authority (ADIA), and Shri Piyush Goyal, Minister of Commerce & Industry, Consumer Affairs, Food & Public Distribution, and Textiles, Government of India.

The Joint Task Force was established in 2013 to promote trade, investment and economic ties between India and the UAE. The Joint Task Force has provided an effective mechanism for discussion on opportunities & prospects for investments in both countries as well as resolution of issues faced by investors of the two countries.

During the meeting, the co-Chairs reviewed the progress made on the implementation of the Comprehensive Economic Partnership Agreement (CEPA) between the UAE and India, which came into force in May 2022. The CEPA was a landmark agreement designed to spark a new era of cooperation between two nations, strengthening the long-standing cultural, political and economic ties. It has helped reduce tariffs on more than 80 percent of product lines, eliminate  barriers to trade and create new pathways for investment and joint ventures. In the first 12 months of the CEPA, bilateral non-oil trade reached US$50.5 billion, representing a growth of 5.8% compared to the corresponding period a year earlier. The two countries are fast moving towards the target of US$100 billion non-oil trade by 2030. 

The Joint Task Force delegations discussed the status of negotiations for the India-UAE Bilateral Investment Treaty, underscoring the need to accelerate the bilateral discussions for an early conclusion of a balanced agreement that benefits both countries and their investors.

The two sides also discussed ways and incentives for encouraging further growth in investment flows from UAE sovereign investment entities into India.

In this context, the Indian side shared opportunities for investments in priority sectors like renewable energy, health, semi-conductors and asset monetization sectors in India.

In this regard, progress on the creation of the Fast Track Mechanism to facilitate Indian investment into the UAE was also discussed. The Indian side requested for strengthening the mechanism especially for  facilitation of investments in priority sectors like renewable energy and energy transition. Both sides agreed to use this channel as a means of developing more competitive and accommodating ecosystems that can enable the private sector to fully pursue expansion opportunities in each other’s markets.

Talks also covered the India-UAE Start-Up Bridge, a joint initiative between the UAE Ministry of Economy and India’s  Ministry of Commerce and Industry. The bridge is expected to act as a one-stop platform that offers training sessions and knowledge-sharing on important topics such as market access, investment funds, venture capital, incubators and the respective business landscape in each country.

Another important agenda topic was the establishment of Abu Dhabi – India Virtual Trade Corridor, which aims to increase overall trade volumes by developing data exchange systems to facilitate paperless trade between the two countries, improving efficiencies and security.  Both sides agreed to continue coordination and cooperation between the respective counterparties of both countries for the early implementation of this milestone.

The co-chairs also reviewed the progress on key projects including the food security corridor related investment under I2U2 Framework into India. The project will be instrumental in addressing food security challenges, with the aim of bolstering the supply of essential food items and establishing a resilient value chain between the two nations.

The Joint Task Force noted the progress of plans for the Abu Dhabi Investment Authority (ADIA) to establish a presence in Gujarat International Finance Tec-City (GIFT City), a financial free zone in Gujarat, with the aim of facilitating future investments into India. Indian side invited other Sovereign Wealth Funds in the UAE to establish similar presence in India.

The Joint Task Force witnessed the signing of an MOU between the UAE Ministry of Industry & Advanced Technology and the Ministry of Commerce & Industry of the Republic of India, related to cooperation in the fields of Industry and Advanced Technology. The MOU will promote cooperation in sectors such space, healthcare, renewable energy, artificial intelligence, among others. The two sides aim to develop cooperation efforts and build an institutional framework to promote and develop bilateral cooperation, bearing in mind the important role of industries and advanced technologies play in the diversification and growth of economies.

Another agreement was also signed between Al Etihad Payments, a subsidiary of the Central Bank of the UAE, and the National Payments Corporation of India. The agreement creates a strategic partnership to develop the UAE’s Domestic Card Scheme (DCS). The UAE DCS is a key element of the Central Bank of the UAE’s Financial Infrastructure Transformation programme which aims to position the UAE as a global leader in digital financial infrastructure. The DCS will be the nation's first unified, secure, and efficient card payment platform, accelerating the UAE’s transition to a digital economy by facilitating the growth of e-commerce, providing consumers with a customised offering, enhancing financial inclusion, and reducing the cost of payments.

Since its creation, the Joint Task Force has been used as a valuable forum for highlighting and resolving specific issues faced by companies from both countries when investing into the UAE and India. Both sides discussed pending issues related to investments and agreed on the need for  timely resolution of issues and difficulties experienced by the investors. The co-chairs directed both teams to work together and with the relevant government entities to address these issues in a timely and mutually acceptable manner.

The meeting was attended by H.E Mohamed Hassan Alsuwaidi, UAE Minister of Investment, MD & CEO of ADQ, H.E Dr. Thani bin Ahmed Al Zeyoudi, UAE Minister of State for Foreign Trade and H.E Khaled Mohamed Balama, Governor of the Central Bank of the UAE, and a number of senior officials from government authorities and investment entities from both countries.

Commenting at the meeting, His Highness Sheikh Hamed bin Zayed Al Nahyan, the Managing Director of the Abu Dhabi Investment Authority and Co-Chair of the Joint Task Force, said, “The delegates at today’s Joint Task Force meeting were able to take great satisfaction from the progress made on implementing the landmark Comprehensive Economic Partnership Agreement between India and the UAE, and reiterated their intent to continue working collaboratively to ensure this partnership grows ever stronger. The activities of the Joint Task Force will play an important role in maintaining momentum, exploring new opportunities and ensuring the India-UAE trade and investment relationship continues to flourish.”

UAE-India MoU to drive investment and collaboration in industry and advanced technologies, 05 October 2023

The UAE and India will cooperate more closely in sustainable industrial development following a memorandum of understanding (MoU) signed on Thursday at Emirates Palace. The MoU was signed by His Excellency Dr. Sultan Al Jaber, UAE Minister of Industry and Advanced Technology and His Excellency Shri Piyush Goyal, India’s Minister of Commerce and Industry, with the presence of His Highness Sheikh Hamed bin Zayed Al Nahyan, Member of the Abu Dhabi Executive Council.

Focusing on facilitating industrial investments, technology transfer and enabling the deployment of key technologies in industries, the MoU will benefit both countries through joint industrial and technological developments. HE Al Jaber said: “In line with the UAE leadership’s vision, we are committed to strengthening bilateral relations to enhance sustainable and economic growth. Given the UAE’s strong relationship with India across the economic, technological, and social domains, we are pleased to sign this MoU to further develop the industrial sector in line with advanced technology and sustainability standards. This aligns with the objectives of the national industrial strategy, and ‘Make it in the Emirates’ initiative, aimed at transforming the UAE into a global hub for advanced industry, especially industries of the future.”

He added: The MoU encompasses various aspects of cooperation aimed at promoting industrial investments in priority sectors for the national economies of both countries, including advanced industries, energy transition solutions, healthcare, and space. It also aims to develop innovative and technological solutions that support sustainability and climate neutrality efforts. By working closely within these strategic sectors, the UAE and India can accelerate sustainable growth and diversify their economies, promoting industries that are more competitive, efficient, and sustainable.”

HE Goyal commented: “This MoU opens new doors to develop cooperation efforts and build an institutional framework in the fields of emerging technologies. It would help in promoting and developing bilateral cooperation in sectors such Space, healthcare, renewable energy, artificial intelligence, and many other vital areas.”

The MoU focuses on seven key areas, including supply chain resilience, renewable energy and energy efficiency, health and life sciences, space systems, AI, Industry 4.0 and advanced technologies, as well as standardization and metrology.

To build supply chain resilience, the UAE and India will collaborate to identify opportunities to supply raw materials. They will also share best practices on industrial enablement and incentivization for industrial growth and development, for instance in areas such as energy, land, CAPEX, OPEX, technology, and labour.

In the energy space, the UAE and India will collaborate in advancing energy storage technologies, Smart Grid and IoT deployment, and R&D in renewable energy and energy efficiency. Similarly, in health and life sciences, the countries will collaborate in the development of pharmaceuticals, the use of biotechnology, and R&D.

The UAE and India are also seeking to enhance their respective space industries through closer collaboration in space systems. The MoU will help the countries to collaborate in the commercial development, launch and use of small satellites for communication and Earth observation, as well as space exploration. The countries will also collaborate in the development of licensing of space-related materials, in addition to R&D in the space sector.

In the field of AI, the UAE and India will cooperate in the deployment of AI technologies in the space sector, energy, healthcare and supply chains. Both countries will work together to advance capabilities in machine learning and data analytics across priority sectors.

Under the MoU, the UAE and India will also collaborate in the deployment of 4IR technologies in industry, real-time data processing, the development of machine-to-machine control systems, the development of autonomous robotics, equipment and vehicles, as well as the deployment of additive manufacturing in key industries.

The final area of collaboration is standardization, metrology, conformity assessment, accreditation, and Halal certification. The countries will exchange information including procedures, guidelines, and lists of regulated products. The countries will also cooperate to harmonize standards with international requirements and work towards the mutual recognition of the conformity assessment results.

RuPay Domestic Card Scheme Agreement between India and the UAE, 05 October 2023

NPCI International Payments Limited (NIPL), a wholly-owned subsidiary of the National Payments Corporation of India (NPCI), has entered into a strategic partnership agreement with Al Etihad Payments (AEP) for Domestic Card Scheme (DCS) Implementation in UAE. AEP is an indirect subsidiary of the Central Bank of UAE (CBUAE). As per the agreement,  NIPL and AEP will work together to build, implement, and operationalize UAE's national domestic card scheme. The DCS will aim to facilitate the growth of e-commerce and digital transactions in the UAE, bolster financial inclusion, support the UAE's digitization agenda, increase alternate payment options, reduce the cost of payments, and enhance the UAE's competitiveness and position as a global payments leader.  The partnership aligns perfectly with NIPL's mission to offer its knowledge and expertise to assist other countries in establishing their own cost-efficient, and secure payment systems.

The DCS solution is based on the principles of sovereignty, speed to market, innovation, digitization, and strategic independence. The DCS solution provided by NIPL consists of a RuPay stack and value-added services like fraud monitoring services and analytics. NIPL will also assist AEP in formulating the operating regulations for their domestic card scheme.

RuPay is an indigenous, highly secure, and widely accepted card payment network in India. RuPay cards have debit, credit, and prepaid propositions. More than 750 Million RuPay cards are in circulation as of date. RuPay cards make up more than 60% of total cards issued in India, with every second Indian having a RuPay card now. These cards are issued through the entire banking spectrum, including public sector, private, and small banks.

India's world-renowned Digital Public Infrastructure (DPI) is driving massive transformation in the payment space. DPI framework includes digital identity, digital payments, and digital data exchange layers - a combination of these three is the force behind the fintech revolution in India. Simply speaking, in India, nearly every adult has access to banking services, a way to remotely authenticate themselves (through Aadhar), and access to the internet through efficient and affordable mobile connectivity.

A combination of these factors makes India the third largest fintech ecosystem in the world, with rapidly surfacing unicorns. Union Minister of Commerce & Industry, Consumer Affairs, Food & Public Distribution and Textiles, Shri Piyush Goyal met with CEOs of leading UAE companies Emaar, Sharaf and DP World in Dubai today and discussed their investment plans in India. He assured them of Government of India’s commitment to facilitate UAE investments into India.

Shri Goyal is on his third visit to the UAE as Minister of Commerce and Industry in the last 2 years. This highlights the importance that India attaches to its economic and commercial partnership with the UAE.

Earlier today, Shri Goyal interacted with leading food sector companies in the Gulf Cooperation Council (GCC) region and Egypt. Given India’s pre-eminent role as the food security partner in the region, the meeting focussed on ways to promote greater trade and investments in the food sector between India and the GCC countries. Shri Goyal’s interaction also provided a platform for the industry representatives to share their insights and perspectives on building robust food sector cooperation between India and the region.

The Minister also met with leading Indian Chartered Accountants (CA) based in the UAE. The interaction focussed on enhancing the India-UAE relationship. The Minister encouraged the CA community to contribute to the ‘Amrit Kaal’ of India.

While addressing at a meeting with top Business Leaders from India & UAE hosted by Abu Dhabi Chamber, the Minister said that rising economic growth of the two countries and strengthening partnership offers opportunities for businesses on both sides to tap into for faster growth.

Shri Goyal emphasized the UAE's pivotal role in this partnership, citing it as India's second-largest export destination, third-largest trade partner, and the largest investor in terms of foreign direct investment. The Comprehensive Economic Partnership between the two countries forms a strong foundation for collaboration, he said. Both nations share a rich history, culture, and tradition, combined with present-day capabilities and future possibilities, which the Minister believes will provide the impetus for this partnership to thrive.

Shri Piyush Goyal said that the crucial areas of collaboration between India and UAE range from food security, education, energy security, climate change mitigation to space technologies. The promotion of each other's cultures and initiatives like the Startup20, B20, the UAE-India Business Council and Bharat Bazaar were also highlighted by the Minister.

The Minister stated India's role as a large market with 1.4 billion aspirational citizens, presenting a significant opportunity for businesses in the UAE. He outlined the "30 by 30 by 30" opportunity, with India's average age being under 30 for the next 30 years and a goal to add $30 trillion to its GDP by 2047. He encouraged businesses to seize these opportunities and collaborate in the spirit of cooperation and competition.

Shri Goyal emphasized the warmth of the welcome he received and the infectious enthusiasm to bolster the UAE-India partnership. The Minister said that the incredible love and affection that the people of India and the people of the UAE have for each other, along with the immense contribution that businesses are making to strengthen this geopolitical strategic partnership, is set to make this the defining partnership and brotherhood of the 21st century.

He said that India has witnessed remarkable economic growth over the last nine years  under the leadership of the Prime Minister Shri Narendra Modi, transforming from one of the fragile five economies globally to now being the world's fifth-largest economy. Shri Goyal highlighted this impressive journey and the ambitious goal of becoming the world's third-largest economy within the next four years. He termed the next 25 years as the golden period for India's development.

In his closing remarks, Shri Piyush Goyal compared the UAE-India partnership to a rising tide lifting all boats and expressed his belief that the growing friendship and cooperation between the two nations will offer tremendous opportunities for businesses on both sides. Shri Dharmendra Pradhan on a 3-day visit to UAE, 31 October 2023

In a significant move to enhance bilateral cooperation in the Education and Skill Development sectors, Union Minister for Education and Skill Development & Entrepreneurship Shri Dharmendra Pradhan will be visiting the United Arab Emirates from 1st to 3rd November 2023. The visit is expected to foster collaboration, participation and synergy in critical areas of mutual interest in the education and the skill domain.

During the visit, Shri Dharmendra Pradhan will meet several key Ministers, officials, academicians, eminent representatives from the Indian diaspora, business heads and engage in important bilateral meetings and discussions related to the education and skilling ecosystem of both countries.

During the 3 day visit, the minister will be meeting H.E. Dr. Ahmad Al Falasi, Minister of Education, UAE, H.E. Ms. Sara Musallam, Minister of State for Early Education and Chairperson of Abu Dhabi Department of Education and Knowledge (ADEK), H.H. Sheikh Abdullah Bin Zayed, Minister of Foreign Affairs, UAE,  H.E. Mohamed bin Abdullah Al Gergawi, Cabinet Member, Minister of Cabinet Affairs, UAE and H.E. Sultan Ahmed bin Sulayem, Chairman and CEO of DP World The discussions are expected to identify the key themes for the roadmap pertaining to excellence in education and skill development between the two countries.

The visit will include tours of education institutions like Interim Campus of the IIT Delhi-Abu Dhabi,  42 Abu Dhabi, a School for Disruptive Learning, to a global tech ecosystem called Hub 71 that brings together renowned corporations, national champions, and prominent investors to help founders grow and scale disruptive technology companies globally from the UAE’s capital. Additionally, the minister will also meet with vital industry players like EFS, a leading facility management company, VFS, world's largest visa outsourcing and technology services specialist and Transworld, leading shipping and maritime company. This diverse range of visits will provide a holistic understanding of the educational and technological landscape of UAE

Shri Pradhan will also be visiting the BAPS Mandir, interact with the Indian Community of UAE at the Indian Embassy Auditorium as part of the diaspora engagement.
